School Attendance; Providing that a parent of a student within the compulsory attendance age is not responsible for the student’s nonattendance at school if attendance was impracticable or inadvisable on account of mental or physical sickness or injury, as attested to by a written statement of a licensed practicing physician, etc.

Excessive Use of Force by Law Enforcement Officers; Requiring a law enforcement officer to intervene when another officer is using or attempting to use excessive force under certain circumstances; requiring a law enforcement officer to render aid to a victim of excessive force under certain circumstances; requiring a law enforcement officer to report the commission of a criminal offense by another officer while on duty, etc.
Victims of Reform School Abuse; Citing this act as the “Arthur G. Dozier School for Boys and Okeechobee School Abuse Victim Certification Act”; requiring a person seeking certification under the act to apply to the Department of State by a certain date; requiring the department to examine the application, notify the applicant of any errors or omissions, and request any additional information within a certain timeframe; requiring the department to certify an applicant as a victim of Florida reform school abuse if the department determines that the application meets the requirements of the act, etc.
Procurement of Human Organs and Tissue; Prohibiting for-profit eye banks from procuring certain human organs and tissue for specified purposes, etc.
Private School Eligibility Requirements; Revising private school eligibility requirements for the state school choice scholarship program, etc.
Large-scale Agricultural Pollution Reduction Pilot Program; Creating a large-scale agricultural pollution reduction pilot program within the Department of Environmental Protection as a partnership with dairy farms for a specified purpose; specifying that pilot program participants are presumed to comply with water quality standards and are eligible for certain permit terms and funding; authorizing the department to grant general permits for certain department-approved large-scale dairy farm pollution reduction pilot program participants, etc. APPROPRIATION: $1,300,000
Tampa Bay Area Regional Transit Authority; Renaming the Tampa Bay Area Regional Transit Authority Metropolitan Planning Organization Chairs Coordinating Committee as the Chairs Coordinating Committee; providing that a mayor’s designated alternate may be a member of the governing board of the authority; revising a provision requiring the authority to present the regional transit development plan and updates to specified entities, etc.
Mental Health and Substance Use Disorders; Providing that the use of peer specialists is an essential element of a coordinated system of care in recovery from a substance use disorder or mental illness; requiring the department to certify peer specialists, either directly or by approving a third-party credentialing entity; prohibiting third-party credentialing entities from conducting background screenings for peer specialists; requiring that a person providing recovery support services be certified or be supervised by a licensed behavioral health care professional or a certified peer specialist; requiring peer specialists and certain persons to meet the requirements of a background screening as a condition of employment and continued employment, etc.
