Motor Vehicle Insurance; Repealing provisions which comprise the Florida Motor Vehicle No-Fault Law; revising the motor vehicle insurance coverages that an applicant must show to register certain vehicles with the Department of Highway Safety and Motor Vehicles; revising minimum coverage requirements for proof of financial responsibility for specified motor vehicles; revising requirements for motor vehicle liability insurance policies relating to coverage, and exclusion from coverage, for certain drivers and vehicles; revising coverages that may provide for a reduction in motor vehicle insurance policy premium charges under certain circumstances, etc. APPROPRIATION: $83,651

Military Service Option for Certain Criminal Offenders; Providing that certain criminal offenders may enlist in the military in lieu of incarceration under certain circumstances; specifying requirements for the offender’s military service; providing for resentencing if requirements are not met, etc.

Mental Health and Substance Use Disorders; Providing that the use of peer specialists is an essential element of a coordinated system of care in recovery from a substance use disorder or mental illness; revising background screening requirements for certain peer specialists; requiring the Department of Children and Families to designate managing entities to conduct or contract for training for peer specialists; requiring peer specialists and certain persons to meet the requirements of a background screening as a condition of employment and continued employment, etc.

Grandparent Visitation Rights; Creating a presumption for maternal or paternal grandparent or stepgrandparent visitation of a child under certain circumstances; providing a burden for overcoming such presumption, etc.

Transportation Facility Designations/98 Points of Light Road; Providing an honorary designation of a certain transportation facility in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Juvenile Welfare Board of Pinellas County; Recognizing the Juvenile Welfare Board of Pinellas County, etc.

Regulation of Smoking in Public Places; Authorizing counties and municipalities to further restrict smoking within the boundaries of public beaches and public parks under certain circumstances, with exceptions; requiring that any signs installed in relation to such restrictions include certain information, etc.

Urban Agriculture; Authorizing farm equipment used to transport farm products to be stored, maintained, or repaired within specified boundaries; exempting farm equipment used in urban agriculture from provisions requiring farm equipment to be located within specified boundaries; providing that nonresidential farm buildings, fences, or signs located on lands used for urban agriculture are not exempt from the Florida Building Code or local governmental regulations; creating the “Urban Agriculture Pilot Project Act"; authorizing the Department of Agriculture and Consumer Services to approve municipal urban agricultural pilot projects, etc.

Public Records/Court-ordered Sealing of Eviction Records; Requiring a court to seal, upon request, a court record relating to an action by a landlord for the possession of a dwelling unit based upon the nonpayment of rent if certain requirements are met; exempting such court records from public records requirements; providing a statement of public necessity, etc.
