Violations Against Vulnerable Road Users; Designating the “Vulnerable Road User Act”; requiring a person who commits a moving violation that causes serious bodily injury to or the death of a vulnerable road user to pay specified fines and attend a specified driver improvement course; requiring the court to revoke the person’s driver license for a specified period; defining the term “vulnerable road user”, etc.

Florida Veterans’ History Program; Defining the term “veteran”; creating the Florida Veterans’ History Program within the Division of Arts and Culture of the Department of State as a Florida Folklife Program; requiring the division’s folklorists to seek out and identify certain veterans; authorizing the division to contract with a third-party vendor for a specified purpose, etc. APPROPRIATION: $91,207

Energy Resources; Providing that resilience facilities are a permitted use in certain land use categories in local government comprehensive plans and specified districts if certain criteria are met; prohibiting amendments after a specified date to a local government’s comprehensive plan, land use map, zoning districts, or land development regulations if such amendments would conflict with resiliency facility classification; requiring the Department of Management Services to develop a Florida Humane Preferred Energy Products List in consultation with the Department of Commerce and the Department of Agriculture and Consumer Services; including development districts as a type of political subdivision for purposes of preemption over utility service restrictions, etc.

Student Cardiac and Medical Emergencies; Citing this act as the “HeartCharged Act”; requiring each public school to have at least one automated external defibrillator on school grounds; encouraging each public school to establish public and private partnerships and seek gifts, grants, and other donations for specified purposes; providing immunity from liability for school employees and students under the Good Samaritan Act and the Cardiac Arrest Survival Act; revising the requirements for certain athletic coaches to include certification in cardiopulmonary resuscitation, first aid, and the use of an automatic external defibrillator, etc.

Permanency for Children; Requiring the Department of Children and Families to conduct a criminal history records check of certain persons; authorizing specified persons to initiate a proceeding if both parents of a child are deceased or the last known living parent is deceased and a legal custodian has not been appointed for the child through a probate or guardianship proceeding; authorizing certain persons to remove a child from a court-ordered placement under certain circumstances, etc.

Cybersecurity; Providing that certain firms are disqualified from being awarded specified state contracts if certain conditions exist; providing that the Florida Center for Cybersecurity may also be referred to as “Cyber Florida”; providing that the center is established under the direction of the president of the University of South Florida, or his or her designee; requiring the Department of Management Services to contract with an independent verification and validation provider for specified services for all agency staff and vendor work to implement the enterprise cybersecurity resiliency program, etc.

Dozier School for Boys and Okeechobee School Victim Compensation Program; Establishing the Dozier School for Boys and Okeechobee School Victim Compensation Program within the Department of Legal Affairs; requiring the department to accept and process applications for the payment of compensation claims under the program; requiring the department to provide specified notice of the program; requiring the department, subject to the appropriation of funds for that purpose, to pay a specified compensation amount to approved applicants, etc. APPROPRIATION: $20,000,000

Qualifications for County Emergency Management Directors; Requiring county emergency management directors to meet specified qualifications; requiring such directors to meet such qualifications by a specified date, etc.

Designation of a Certain Diagnosis on Motor Vehicle Registrations; Citing this act as the "Safeguarding American Families Everywhere (SAFE) Act"; requiring the application form for motor vehicle registration to include certain language allowing an applicant to indicate that he or she has been diagnosed with, or is the parent or legal guardian of a child or ward who has been diagnosed with, specified disabilities or disorders; requiring the Department of Highway Safety and Motor Vehicles to allow specified persons to update a motor vehicle registration to include or remove the specified designation at any time, etc.

Peer Support for First Responders; Revising the definition of the term “first responder” to include correctional officers and correctional probation officers for the provision of peer support, etc.
