Juvenile Justice; Authorizing the Governor to award a Medal of Heroism to juvenile detention and juvenile probation officers; authorizing certain entities to establish an award program to award a Medal of Valor to a juvenile detention officer or probation officer in certain circumstances; revising the definition of the term “officer” to include juvenile detention and juvenile probation officers; requiring the Department of Juvenile Justice to review county juvenile detention payments for a certain purpose, etc.

Waterbody Designations/Andrew “Red” Harris Spoil Island; Designating the Andrew “Red” Harris Spoil Island; directing the Department of Environmental Protection to erect specified suitable markers, etc.

Perfluoroalkyl and Polyfluoroalkyl Substances; Citing this act as the “Joe Casello Act”; prohibiting, beginning on a specified date, certain use and the sale, purchase, or distribution of aqueous film-forming foam in this state; prohibiting, beginning on a specified date, the possession and use of aqueous film-forming foam in this state; requiring certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings and submit the results to the department, etc.

Mental Health; Citing this act as the “Tristin Murphy Act”; expanding the programs and diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators and emergency medical technicians for certain purposes and to include veterans treatment court programs; encouraging communities to apply for specified grants to establish misdemeanor or ordinance violation mental health diversion programs; encouraging communities to apply for specified grants to establish pretrial felony mental health diversion programs; expanding eligibility for the Forensic Hospital Diversion Pilot Program to include Hillsborough County, etc. APPROPRIATION: $794,880

Warranty Associations; Revising the requirements of contractual liability insurance policies; revising the circumstances under which certain service warranty associations are not required to establish unearned premium reserves or to maintain contractual liability insurance and are authorized to allow their premiums to exceed specified ratios; requiring that contracts that include coverage for accidental damage from handling be covered by a specified policy, etc.

Local Business Taxes; Requiring the Auditor General to contact certain local governments; authorizing specified entities to continue to levy a certain tax; revising the conditions imposed on taxing authorities governing the levy of a specified tax; prohibiting certain municipalities from reclassifying businesses, professions, or occupations or establishing new rate structures, etc.

Modified Sentences for Veterans; Defining the term “modified sentence”; authorizing a court to impose a modified sentence for veterans under specified circumstances, etc.

Improvements to Structures on Agricultural Lands; Prohibiting assessment of any agricultural improvements used for certain purposes on specified lands, etc.

Bail Bonds; Requiring that, upon a court’s entry of an order to revoke pretrial release and order pretrial detention, the clerk of the court discharge any bond previously posted as a condition of pretrial release without further order of the court; deleting the requirement that a surety own certain real estate as a qualification for the release of a person on bail; requiring sureties, other than bail bond agents, to justify their suretyship by attaching to the bond United States currency, a United States postal money order, or a cashier’s check in the amount of the bond; providing that such currency, money order, or cashier’s check may not be used to secure more than one bond; reducing the number of days within which the clerk must furnish specified information to the Department of Financial Services and the Office of Insurance Regulation of the Financial Services Commission and the surety company at its home office, etc.

Service Lateral Assessment and Rehabilitation; Requiring all utility systems to establish and maintain a comprehensive condition assessment program for service laterals under their jurisdiction; providing applicability; authorizing utility systems to contract the assessments to certain entities; providing requirements for such entities, etc.
