Hemp; Provides conditions for possession, manufacture, delivery, hold, offer for sale, distribution, or sale of hemp extract; prohibits businesses & food establishments from possessing hemp extract products that are attractive to children; prohibits DACS from granting permission to remove or use certain hemp extract products until it determines such hemp extract products comply with state law; prohibits event organizers from promoting, advertising, or facilitating certain events; requires event organizers to provide list of event participants & ensure such participants meet specified requirements; provides administrative fines & appropriation. Tax Collectors; Revises tax collector base salaries; defines "tax collector employee"; provides that tax collector employees are eligible to receive certain adoption benefits; specifies monetary benefit amounts to be paid under specified conditions; requires such employees to apply to DCF to obtain benefit; authorizes DCF to adopt specified rules; authorizes county tax collectors to budget for & pay hiring & retention bonuses to employees under specified conditions; authorizes district school board to contract with county tax collector to authorize tax collector employee to administer road tests on school grounds at one or more secondary schools within district.

Return of Weapons and Arms Following an Arrest; Requires weapons, electric weapons or devices, or arms taken from person pursuant to arrest that are not seized as evidence or seized & subject to forfeiture to be returned to person within certain timeframe if specified conditions are met; authorizes sheriff or chief of police to develop procedures to ensure timely return of such weapons, electric weapons or devices, or arms; prohibits sheriff or chief of police from requiring court order before releasing such weapons, electric weapons or devices, or arms; provides exception; removes requirement for order of trial court judge to return pistol or firearm taken following arrest for breach of peace.

Mitigation

Mitigation; Revises entities to & purposes for which water quality enhancement credits may be sold; requires DEP & WMDs to authorize such sale & use; provides circumstances under which basins are considered to be credit-deficient; authorizes local governments with land in such basins to consider proposals from private-sector applicants to establish mitigation banks on such lands; requires specified agreements between local governments & applicants for mitigation banks; provides requirements for determining amount of credits awarded to such mitigation banks.
