Potency for Adult Personal Use of Marijuana; Specifies authorized potency of tetrahydrocannabinol when consuming marijuana for personal use; prohibits edibles for personal use from containing more than specified amount of tetrahydrocannabinol or from having potency variance greater than specified percentage; prohibits container for marijuana products prepackaged for use in vapor-generating electronic device from exceeding specified size; abrogates contingent future repeal of specified provisions.
School Readiness Program; Revises provisions relating to school readiness program. APPROPRIATION: $175,384,882
International Drug Reference Pricing; Requires prescription drug manufacturer permitholders to annually report certain international price data to AHCA; provides for administrative enforcement via specified fine & permit suspension; requires AHCA to contract with entity to designate reference price source countries & establish reference prices for prescription drugs based on certain criteria; requires agency contractor to weigh reference price benchmark value of such countries in two or more tiers, using specified criteria; requires agency contractor to analyze specified data to compare prices among source countries using specified exchange rate source; requires agency contractor to establish reference price for prescribed drugs or products; requires agency contractor to provide reference prices by specified date each year; requires AHCA to publish prices online within specified time; requires pharmacies to charge no more than reference price for cash-paying patients; requires certain health insurers to provide reimbursement for certain prescription drugs no higher than reference price; requires health insurers to use certain savings to offset certain payer costs; requires each health insurer to document anticipated savings & premium reductions in rate filings following availability of reference prices; requires each health insurer to assess actuarial effect of reference pricing program for each insurer product for each plan year; requires each health insurer to submit annual report on assessed effect of such program to OIR or AHCA; requires OIR & AHCA to submit joint report to Governor & Legislature; requires every health maintenance organization to comply with provisions of specified section.
Health Care Practitioner Titles and Abbreviations; Specifies which titles & abbreviations health care practitioners may use in their advertisements, communications, & personal identification; prohibits health care practitioners from using deceptive or misleading terms or false representations in their advertisements; requires certain health care practitioners to prominently display copy of their license in conspicuous area of their practices; provides for denial of licensure & disciplinary action.
Behavioral Health Teaching Hospitals; Specifies manner in which hospitals may seek designation as behavioral health teaching hospital & requirements hospital must meet to receive such designation; establishes Florida Center for Behavioral Health Workforce within Louis de la Parte Florida Mental Health Institute; establishes Florida Behavioral Health Professions Scholarship & Grants Program; requires DCF to contract for study.
Individuals with Disabilities; Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category. Treatment by a Medical Specialist; Authorizes firefighter, law enforcement officer, correctional officer, & correctional probation officer to receive medical treatment by medical specialist for certain conditions; requires continuing care & treatment by medical specialist to be reasonable, necessary & related to firefighter's or officer's condition & authorized by workers compensation carrier, self-insured employer, or third-party administrator; specifies reimbursement percentage for such treatment.
Online Protections for Minors; Requiring certain social media platforms to prohibit certain minors from creating new accounts and to verify the age of account holders; specifying the age verification methods the social media platform is required and authorized to offer; requiring certain social media platforms to terminate certain accounts and provide additional options for termination of such accounts; authorizing the Department of Legal Affairs to bring actions for knowing or reckless violations under the Florida Deceptive and Unfair Trade Practices Act; providing penalties, etc.
