Governmental Accountability; Provides requirements for Auditor General, Chief Inspector General, agency inspectors general, Chief Financial Officer, & Office of Inspector General of DOE relating to certain investigations, determinations, reports, civil actions, & records; provides requirements for awards given to employees who report under Whistle-blower's Act; provides amounts of such awards; authorizes employee eligible for award to maintain his or her confidentiality; revises provisions relating to contractual services & commodities that are not subject to competitive-solicitation requirements; prohibits certain employees from participating in negotiation or award of certain state contracts; prohibits tax incentives from being awarded or paid to state contractor or subcontractor.
Medical Specialty Designations; Provides that using term designating certain medical specialty is grounds for disciplinary action; provides enforcement authority; authorizes DOH to adopt rules.
Elections; Creates Office of Election Crimes & Security within DOS; revises & provides provisions relating to certain fines, registration list maintenance programs, voter registration, county commissioner elections, initiative petitions, ranked-choice voting, polls, vote-by-mail voter's certificates, vote-by-mail ballots, special officers, voter identifying numbers, & report to Legislature; increases criminal penalties.
Care for Retired Law Enforcement Dogs; Creates Care for Retired Law Enforcement Dogs Program within FDLE; requires FDLE to contract with nonprofit corporation to administer & manage program; specifies requirements for nonprofit corporation & disbursement of funds for veterinary care of eligible retired law enforcement dogs. APPROPRIATION: $300,000
Mental Health and Substance Abuse; Authorizes release of certain information to facilities for specified purpose; revises conditions under which patient's communication may be restricted; requires receiving facility to notify specified emergency contacts of individuals who are being involuntarily held for examination; provides requirements for reports issued by law enforcement officers; requires DCF to receive & maintain reports relating to transportation of patients; provides criminal penalty.

COVID-19 Mandates; Prohibits private employers from imposing COVID-19 vaccination mandate for certain employees; requires employer to exempt certain employee from vaccination; authorizes employee who is terminated to file complaint with DLA; requires AG to impose administrative fine for violations; specifies eligibility for reemployment assistance for unlawfully terminated employee; prohibits educational institutions & elected or appointed local officials from imposing COVID-19 vaccination mandates on students; provides right of action to obtain declaratory judgment & injunctive relief for violations; prohibits educational institutions & governmental entities from imposing COVID-19 vaccination mandates for employees; declares null & void any ordinance, rule, or policy that imposes mandates; specifies eligibility for reemployment assistance for unlawfully terminated employee; prohibits mandating facial coverings or restricting certain activities for students based on quarantine policies; provides parents may allow their children to wear facial coverings; prohibits district school boards, district school superintendents, & elected or appointed local officials from prohibiting employees from returning to work or subjecting employees to restrictions or disparate treatment.
