Online Sting Operations Grant Program; Creating the Online Sting Operations Grant Program within the Department of Law Enforcement to support local law enforcement agencies in creating certain sting operations to protect children; requiring the department to annually award grant funds to local law enforcement agencies; authorizing the department to establish criteria and set specific time periods for the acceptance of applications and the selection process for awarding grant funds, etc.

Dozier School for Boys and Okeechobee School Victim Compensation Program; Establishing the Dozier School for Boys and Okeechobee School Victim Compensation Program within the Department of Legal Affairs; requiring the department to accept and process applications for the payment of compensation claims under the program; requiring the department to provide specified notice of the program; requiring the department, subject to the appropriation of funds for that purpose, to pay a specified compensation amount to approved applicants, etc. APPROPRIATION: $20,000,000

Law Enforcement and Correctional Officers; Authorizing county sheriffs to establish civilian oversight boards to review the policies and procedures of the sheriff’s office and its subdivisions; revising the definition of “political subdivision”; prohibiting a political subdivision from adopting or attempting to enforce certain ordinances relating to the receipt, processing, or investigation of complaints against law enforcement officers or correctional officers, or relating to civilian oversight of law enforcement agency investigations of complaints of misconduct by such officers; authorizing the chief of a municipal police department to establish a civilian oversight board to review the policies and procedures of the chief’s department and its subdivisions, etc.

Hurricane Protections for Homeowners’ Associations; Requiring the board or a committee of a homeowners’ association to adopt hurricane protection specifications; requiring that such specifications conform to applicable building codes; prohibiting the board or a committee of an association from denying an application for the installation, enhancement, or replacement of certain hurricane protection; authorizing the requirement to adhere to certain guidelines regarding the external appearance of a structure or an improvement on a parcel, etc.

Special Observances; Designating each November as “Veterans Appreciation Month”; authorizing the Governor to issue a proclamation with specified information, etc.

Balanced Federal Budget; Applying to the Congress of the United States to call a convention for the sole purpose of proposing an amendment to the Constitution of the United States which requires a balanced federal budget, etc.

Congressional Term Limits; Applying to the Congress of the United States to call a convention for the sole purpose of proposing amendments to the Constitution of the United States to set a limit on the number of terms to which a person may be elected as a member of the United States House of Representatives and to set a limit on the number of terms to which a person may be elected as a member of the United States Senate, etc.

Referendums to Increase Millage; Prohibiting any increase in a taxing authority’s millage rate from going into effect until it has been approved by a specified vote, etc.

Support for the State of Israel; Expressing support for the State of Israel and condemning the attacks and hateful actions by the Hamas terrorist group, etc.

Blood Clot and Pulmonary Embolism Policy Workgroup; Citing this act as the “Emily Adkins Prevention Act”; requiring the Secretary of Health Care Administration, in conjunction with the State Surgeon General, to establish a blood clot and pulmonary embolism policy workgroup; requiring the secretary to submit a final report to the Governor and the Legislature by a specified date, etc.
