Candidate Qualification

Candidate Qualification; Specifying that a person seeking to qualify for office as a candidate must be a registered member of a political party, or registered without any party affiliation, for 365 consecutive days preceding the beginning of qualifying for an election; specifying that such person may not have legally changed his or her name through a specified petition during such 365-day period; providing that compliance with specified requirements is mandatory; providing construction; authorizing qualified candidates or certain political parties to challenge compliance with specified provisions by filing suit in a specified circuit court; prohibiting a person from being qualified as a candidate for nomination or election and appearing on the ballot under specified circumstances.

Elections During Emergencies; Requires that elections, in event of emergency, be conducted in accordance with specified provisions & carried out in certain manner; authorizes supervisors of elections to request approval from Secretary of State to take specified actions under specified conditions; requires that supervisors submit all such requests at once, to extent practicable; authorizes submission of revised or additional requests; requires secretary to approve or deny requests within specified timeframe; requires secretary to consider specified factors; provides that requests are deemed approved under specified conditions; requires secretary to publish approvals & denials on DOS's website; etc.

Transportation Infrastructure Land Development Regulations; Requires governing body of county or municipality to adopt ordinance, & governing body of special district to adopt resolution, establishing specified transit-oriented development (TOD) zones & rural livable urban village (LUV) areas; requires local government to zone for mixed use, & authorize certain commercial uses for, lots within TOD zones & rural LUV areas; prohibits local government from imposing certain building regulations in specified TOD zones & rural LUV areas; prohibits reduction or elimination of TOD zones after establishment; prohibits local government from imposing certain regulations for lots that contain historic property; provides private cause of action; authorizes award of specified relief; provides that prevailing plaintiff is entitled to attorney fees & costs; provides waiver of sovereign immunity.

Bleeding Control Kits in K-12 Schools; Requires responses to severe bleeding incidents on school grounds to be included in each public school's plan for urgent life-saving emergencies; requires public schools to have bleeding control kits on school grounds by specified date; requires DOE to establish guidelines for determining required number of kits for each school; requires certain staff to receive training related to such kits; requires kits & use of such kits to be included in certain drills; & requires kits to be restocked.

Education on Congenital Cytomegalovirus

Education on Congenital Cytomegalovirus; Requires DOH, in consultation with medical experts identified by department, to develop educational materials on congenital cytomegalovirus for distribution to expectant & new parents & caregivers; provides requirements for such educational materials; requires certain hospitals, birth centers, & obstetrics & gynecology physician practices to provide educational materials to such parents & caregivers; requires department to provide educational materials to child care facilities; requires licensing boards of certain health care practitioners, beginning on specified date, to require such practitioners to complete board-approved course on congenital cytomegalovirus as part of initial licensure & every other licensure renewal; specifies requirements for course; requires such health care practitioners to submit confirmation of having completed course in specified manner; requires boards to include hour required for completion of course in total hours of continuing education required for such profession, with exception; authorizes person holding two or more licenses subject to continuing education requirement to show proof of completion of course for purposes of relicensure for additional licenses; provides for disciplinary action.
