Intelligent Speed Assistance Devices; Requires persons convicted of certain driving offenses to comply with ISA device requirements; prohibits eligible offender from operating motor vehicle without installation of ISA device; provides exception; provides requirements for eligible offender, ISA device & its data, DHSMV, & ISA device manufacturer, installer, & provider; requires background check for certain persons; provides for reinstatement of eligible offender's driving privilege; provides immunity from liability for motor vehicle manufacturers, distributors, & retailers.

Fentanyl Testing; Requires hospitals or hospital-based off-campus emergency departments to test for fentanyl in urine test & perform confirmation test if urine test results are positive for fentanyl; requires specified results to be retained as part of patient's clinical record for certain timeframe.

Elections Impacted by Emergencies; Requires counties & municipalities affected by emergency to provide specified information on their websites & through all means possible; provides that emergency contingency plan is public record & must be presented to Legislature in certain years; requires Secretary of State to consult with specified entities; provides voter rights with respect to participating in election in county that has been designated as being in state of emergency or eligible for individual or public assistance from Federal Emergency Management Agency (FEMA); requires Division of Elections to take certain actions if election is scheduled within certain timeframe after emergency; requires division to maintain certain number of strategic elections equipment reserves in certain areas of this state; authorizes division to contract with certain vendors for provision of reserve equipment; specifies certain equipment be included in reserve equipment; requires election officials to take certain actions if county has been designated as being in state of emergency or eligible for individual or public assistance; specifies that certain criminal penalties do not apply if county has been designated as being in state of emergency or eligible for individual or public assistance; prohibits supervisor from requiring certain voters to use certain uniform statewide application.

Mental Health Services for First Responders; Requires Division of State Fire Marshal to develop & implement statewide behavioral health access program to provide certain mental wellness services & resources to first responders; provides requirements for program; provides that first responders are not required to pay copayment for services & resources; provides training requirements for licensed professional counselors; requires program, by specified date, to develop specified plan & submit plan to Legislature.

Limits on Property Insurance Rates Filed with the Office of Insurance Regulation; Limits rates filed by property insurers with OIR to specified percentage.

Organ and Tissue Donation; Authorizes minor under 18 years of age to be organ & tissue donor with informed parental consent; requires DHSMV to provide certain education on organ & tissue donation to donor at specified time; revises criteria of web-based donor registry.

Pub. Rec. and Meetings/Social Work Licensure Interstate Compact; Provides public records & meetings exemptions relating to Social Work Licensure Interstate Compact & its committees; provides for future legislative review & repeal of exemptions; provides statements of public necessity.

Specific Medical Diagnoses in Child Protective Investigations; Provides exception to requirement that DCF immediately forward certain allegations to law enforcement agency; requires child protective investigator to inform subject of investigation of certain duty; requires Child Protection Teams to consult with licensed physician or APRN when evaluating certain reports; authorizes, under certain circumstance, parent or legal custodian from whom child was removed to request specified examinations of child; requires that certain examinations be paid for by parent or legal custodian making request or as otherwise covered by insurance or Medicaid.

State University Student Fee Waivers; Requires state universities to waive specified fees for graduate students who meet specified full-time equivalent appointment requirement.

Required Life Skills Instruction; Revises required instruction in specified life skills to include career readiness, financial literacy, & home economics.
