Reinstatement of Suspended Driver Licenses; Creates Drive for Success Pilot Program within Florida Clerks of Court Operations Corporation to assist certain persons in reinstating suspended driver licenses; requires administration of program by clerks of court in certain counties; authorizes collaboration with Florida Association of Court Clerks & Comptrollers for certain purposes; provides duties of clerks of court; prohibits eligibility under certain circumstances; requires clerks of court to submit reports to Florida Clerks of Court Operations Corporation; requires Florida Clerks of Court Operations Corporation to submit report to Governor & Legislature; provides for expiration of pilot program.

Reading Achievement Initiative for Scholastic Excellence Program; Authorizes tutoring within Reading Achievement Initiative for Scholastic Excellence Program to be provided after school day & for provision of stipend to instructional personnel & high school students serving as tutors for after school tutoring.

Task Force on the Monitoring of Children in Out-of-Home Care; Creates Task Force on Monitoring of Children in Out-of-Home Care; provides for membership; requires task force to convene by specified date; authorizes task force to conduct meetings through teleconference or other electronic means; provides duties of task force; requires Florida Institute for Child Welfare to conduct focus groups & submit its findings to task force; requires DCF to submit certain monthly reports to task force; requires task force to submit report to Governor & Legislature; provides for repeal of task force.

School Readiness Program; Requires early learning coalitions to adopt payment rate schedule; provides requirements for payment rate schedule; requires early learning coalitions to reimburse contracted school readiness program providers minimum payment rate; provides minimum payment rate reimbursements shall be charged as direct services; revises required contents of early learning coalition plans; requires division to annually collect data & include such data in annual report.

Funding for the School Readiness Program; Revises provisions relating to school readiness program.

Parole Eligibility; Requires Commission on Offender Review & DOC to jointly administer voluntary long-term inmate program using existing resources; requires program to provide evidence-based programming to inmates; establishes eligibility; provides inmates may be removed from program; provides that successful completion does not guarantee parole.

Misdemeanor Criminal History Record Expunction; Allows persons to lawfully deny or fail to acknowledge certain expunged misdemeanor arrests when applying for specified positions.

Resentencing for Persons Serving Mandatory Minimum Sentences; Provides for initial sentencing & resentencing of certain persons who committed certain violations before specified date; provides criminal penalties for such violations that are subject to initial sentencing or resentencing.

Military Service Option for Certain Criminal Offenders; Provides certain criminal offenders may enlist in military in lieu of incarceration; provides requirements; provides for resentencing if requirements are not met.

Children with Developmental Delays; Revises definition of term "exceptional student" to include additional students with developmental delays.
