Recruitment and Retention of Speech-language Pathologists; Requires DOE to develop & maintain statewide strategic plan for recruitment & retention of speech-language pathologists & provision of quality services; provides requirements for such plan, DOE, school districts, & charter schools.

Placement of Child in Certified Domestic Violence Center; Provides that certified domestic violence center may be considered placement priority for child; provides that DCF does not have to provide home study to court if placing child in certified domestic violence center; authorizes court to place child & his or her proposed legal custodian in certified domestic violence center; provides that placement of minor in certified domestic violence center constitutes at-risk placement; authorizes certified domestic violence center to serve as temporary legal residence for minor; waiving preliminary home study requirements; provides that department is not required to conduct in-person home study of certified domestic violence center; provides construction; prohibits department from compelling minor to return to previously approved residence if certain conditions are met; requires court to consider totality of circumstances & not make certain assumptions.

Gay and Transgender Panic Legal Defenses; Prohibits use of nonviolent sexual advance or specified perceptions or beliefs about another person as defense to criminal offense, to excuse or justify person's conduct, or to mitigate severity of offense.

Prohibited Discrimination Based on Hairstyle; Prohibits discrimination based on protected hairstyle in K-20 public education system & specified private schools.

Pub. Rec. and Meetings/Social Work Licensure Interstate Compact; Provides public records & meetings exemptions relating to Social Work Licensure Interstate Compact & its committees; provides for future legislative review & repeal of exemptions; provides statements of public necessity.

Leave for Living Organ Donation; Defines "living organ donor"; requires state agencies to grant administrative leave, not to exceed specified number of days, to allow employee to serve as living organ donor; specifies that such leave is in addition to other leave authorized by law; defines "employer" and "living organ donor"; requires certain employers to grant unpaid leave of absence to allow employee to serve as living organ donor; specifies length of such leave of absence; authorizes employers to grant paid or unpaid leave for period longer than required period of time; provides effective date.

Pub. Rec./Municipal Clerks; Provides exemption from public records requirements for personal identifying & location information of current & former municipal clerks & their staff, spouses, & children; provides for future legislative review & repeal; provides for retroactive application; provides statement of public necessity.

Social Work Licensure Interstate Compact; Creates Social Work Licensure Interstate Compact; provides for recognition of access to social work services, including through telehealth, in member states; provides for development of data system, reporting procedures, & exchange of specified information between member states; specifies licensees practicing in remote state under compact must adhere to laws & rules of that state.

Antisemitism Task Force; Creates Antisemitism Task Force within Office of Civil Rights of DLA for specified purpose; requires department to provide administrative & staff support to task force; provides for appointment & terms of members; provides for per diem & travel expenses; provides membership & duties of task force; requires report to Governor & Legislature by specified date; provides for future review & repeal of task force.

Children's Initiatives; Establishes Bay County 32401 Children's Initiative in Bay County & Pompano RYZE Children's Initiative in Broward County; provides for projects to be managed by corporations not for profit that are not subject to control, supervision, or direction by any department of state; requires corporations to be subject to state public records & meeting requirements & procurement of commodities & contractual services requirements; requires designated children's initiatives to assist in creation of community-based service networks & programming that provides certain services for children & families residing in disadvantaged areas of state; provides for evaluation, fiscal management, & oversight of projects.
