Virtual Currency Kiosk Businesses; Requires OFR to supervise virtual currency kiosk businesses; provides legislative intent; prohibits virtual currency kiosk business from operating without registering; requires certain entities to be licensed as money services businesses; provides that registration is not transferable or assignable; specifies requirements for certain disclosures & attestations; requires registrant to transact business under its legal name; requires registrant to hold new customers' assets in initial transactions in segregated wallets for specified period before initiating transactions; authorizes customers to request refunds during such holding periods; authorizes such customers' assets to be sold at market value & returned to customers; requires certain customers to be queried for specified information; provides criminal penalties.

Payments for Health Care Providers and Surgical Procedures under Workers' Compensation; Increases maximum amounts of certain witness fees related to workers' compensation cases; increases maximum reimbursements for physicians & surgical procedures under workers' compensation; provides effective date.
Treatment by a Medical Specialist; Authorizes firefighter, law enforcement officer, correctional officer, & correctional probation officer to receive medical treatment by medical specialist for certain conditions; requires continuing care & treatment by medical specialist to be reasonable, necessary & related to firefighter's or officer's condition & authorized by workers compensation carrier, self-insured employer, or third-party administrator; specifies reimbursement percentage for such treatment.
Security Grants; Expands Nonprofit Security Grant Program to include additional organizations; specifies that grants may be used for certain materials; revises criteria to be awarded grant; requires DEM to provide information to Legislature annually by specified date; provides appropriations. Public Safety; Repeals ss 1-36, ch. 2023-18, LOF, relating to private school requesting sheriff to establish guardian program; revises training program hours required for school employees to be certified as school guardians; authorizes person to carry concealed weapon or concealed firearm if he or she is licensed to do so or meets specified requirements; prohibits person who is carrying concealed weapon or concealed firearm without license from carrying such weapon or firearm in specified locations; authorizes nonresident to carry concealed weapon or concealed firearm in this state if he or she meets same requirements as resident; requires each law enforcement agency to create & maintain an active assailant response policy; requires Office of Safe Schools to develop behavioral threat management operational process; requires DOE to establish Florida Safe Schools Canine Program.
