Motor Vehicle Insurance; Repeals provisions relating to application of Florida Motor Vehicle No-Fault Law; revises motor vehicle insurance coverages that applicant must show to register certain vehicles with DHSMV; revises garage liability insurance requirements for motor vehicle dealer license applicants; revises financial responsibility requirements for owners or lessees of for-hire passenger transportation vehicles; revises requirements for certificate of deposit that is required if person elects certain method of proving financial responsibility; revises minimum net worth requirements to qualify certain persons as self-insurers; revises coverages that must provide premium charge reduction; revises coverages that are subject to premium discounts for specified motor vehicle equipment; revises coverages that are subject to stacking prohibition; revises coverages of motor vehicle insurance policy for which licensed general lines agent may charge specified fee; revises additional liability insurance requirements for commercial motor vehicles; revises insurance requirements for transportation network company drivers; revises coverages in policy sold in combination with accidental death & dismemberment policy which premium finance company may not finance. Homeowner's Associations; Revises, provides, & removes provisions relating to recall of board members of homeowners' associations; revises provisions relating to delivery of certain notices; specifies when board member is delinquent in paying assessments; revises & provides requirements relating to elections, recall disputes, arbitration, court actions, & attorney fees; provides financial reporting requirements; requires certain documents be provided to prospective purchasers before executing contract; authorizes prospective purchasers to cancel contract under certain circumstances.
Chemical Additives in Food Products; Prohibits food establishments from manufacturing, selling, or distributing food that contains specified chemical additives.
Database of Animal Cruelty Violators; Requires FDLE to post on its website names of certain individuals who have violated specified animal cruelty provisions.
Transportation Facility Designations; Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.
Offenses Involving Children; Provides that ignorance of victim's age, misrepresentation of victim's age, & bona fide belief concerning victim's age are not defenses to certain offenses in which victim's age is an element of offense; provides an exception; revises age of victim involved in luring or enticing offenses; prohibits a person from luring or enticing victim out of a structure, dwelling, or conveyance for other than a lawful purpose, etc.
Services for Individuals with Developmental Disabilities ; Requires Agency for Person with Disabilities to provide list of all qualified organizations located within region where client resides & to post its quarterly reconciliation reports on its website within specified timeframes; requires agency to participate in transition planning activities & to post total number of individuals in each priority category on its website; establishes Statewide Family Care Council; provides duties of agency relating to statewide council & local councils; provides for method of voluntarily choosing to enroll in Medicaid managed care; revises implementation & eligibility requirements of pilot program for individuals with developmental disabilities; provides for method of voluntarily choosing to enroll in pilot program.
Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.
Aggravated Animal Cruelty; Requires the Department of Law Enforcement to post on its website the names of certain individuals who have violated specified animal cruelty provisions; provides a sentencing multiplier for specified offenses of aggravated animal cruelty.
State Land Management; Requiring public hearings for all updated conservation and nonconservation land management plans; requiring the Division of State Lands of the Department of Environmental Protection to make available to the public, within a specified timeframe, electronic copies of land management plans for parcels of a certain size and for parcels located in state parks; revising the duties of the Division of Recreation and Parks of the Department of Environmental Protection; specifying requirements for the management of parks and recreational areas held by the state; requiring the division to comply with specified provisions when granting certain privileges, leases, concessions, and permits; authorizing the division to acquire, install, or permit the installation or operation at state parks of campsites and cabins that meet certain requirements; prohibiting the division from authorizing certain uses or construction activities within a state park; prohibiting the division from installing or permitting the installation of any lodging establishment within the boundaries of a state park; requiring that individual management plans for parcels located within state parks be developed with input from an advisory group; requiring that the advisory group's required public hearings be noticed to the public within a specified timeframe, etc.
