Prosecution of Defendants; Specifies that it is defense to prosecution under any law that defendant, as result of mental disease or defect, lacked culpable mental state required as element of crime charged; specifies that mental disease or defect is not otherwise defense to prosecution under any law; removes affirmative defense to criminal prosecution that, at time of commission of acts constituting offense, defendant was insane; revises mitigating circumstance under which departure from lowest permissible sentence is reasonably justified; authorizes incorporation into convicted defendant's criminal sentence certain specialized treatment for mental health disease or defects; specifies that certain provisions do not prevent sentencing court from considering defendant's mental disease or defect when imposing sentence within permissible sentencing range.

Advanced Nuclear Reactors; Authorizes PSC to regulate advanced nuclear reactors in this state; authorizes DOH & DEP to exercise specified powers & duties; requires PSC, DOH, & DEP to jointly establish criteria for certification of laboratories that perform analysis on nuclear materials; authorizes possession of nuclear material for specified purposes; requires permits for transfer, receipt, possession, use, storage, or disposal of nuclear materials; requires certifications for significant design modifications of small modular reactors; requires PSC to make certain determinations before issuing such permits & certifications; authorizes PSC to issue reciprocal permits under certain conditions; requires commission, after consultation with DEP & DOH, to adopt rules; revises criteria PSC must consider in preliminary study of electric utility 10-year site plans & in making determinations for proposed power plants; revises requirements for development of certain standards by electric utilities; removes such requirement for rural cooperatives; revises applicability of power plant capacity & expansion thresholds.
Town of Loxahatchee Groves, Palm Beach County; Provides exception to general law; prohibiting the sale and use of fireworks within the Town of Loxahatchee Groves agricultural residential zoning district except under specified circumstances.
Animal Cruelty ; Provides that failure to report suspected animal cruelty is grounds for certain disciplinary actions; clarifies that authorization to furnish medical records related to veterinary medical services to certain parties includes, but is not limited to, instances where veterinarian suspects animal cruelty; defines; requires certain individuals to report incidents of animal cruelty to certain officials; requires that veterinarian, veterinary technician, or other animal treatment provider employee who makes good faith report of animal cruelty to certain officials be held harmless from certain liability, disciplinary action, & retaliation; provides penalties for certain veterinarians, veterinary technicians, or animal treatment provider employees or volunteers who knowingly alter or destroy medical record for purpose of concealing animal cruelty.
Motor Vehicle Insurance; Repeals provisions relating to application of Florida Motor Vehicle No-Fault Law; revises motor vehicle insurance coverages that applicant must show to register certain vehicles with DHSMV; revises garage liability insurance requirements for motor vehicle dealer license applicants; revises financial responsibility requirements for owners or lessees of for-hire passenger transportation vehicles; revises requirements for certificate of deposit that is required if person elects certain method of proving financial responsibility; revises minimum net worth requirements to qualify certain persons as self-insurers; revises coverages that must provide premium charge reduction; revises coverages that are subject to premium discounts for specified motor vehicle equipment; revises coverages that are subject to stacking prohibition; revises coverages of motor vehicle insurance policy for which licensed general lines agent may charge specified fee; revises additional liability insurance requirements for commercial motor vehicles; revises insurance requirements for transportation network company drivers; revises coverages in policy sold in combination with accidental death & dismemberment policy which premium finance company may not finance. Auxiliary Containers; Defines "auxiliary container" and "single-use"; removes obsolete provisions; preempting regulation of auxiliary containers to state; provides exceptions; requires DEP to develop uniform ordinance for use and disposition of single-use, nonrecyclable auxiliary containers; provides requirements for development of such ordinance; requires that sale or distribution of single-use plastic auxiliary containers on lands managed by Division of Recreation & Parks of DEP be eliminated to greatest extent possible; prohibits use, sale, or distribution of certain single-use auxiliary containers on such lands; requires department to develop and make available on its website statewide Marine Debris Reduction Plan; provides requirements for such plan; removes s. 500.90, F.S., relating to regulation of polystyrene products preempted to DACS.
