Multilingual Versions of Statewide Standardized Assessments; Requires DOE to develop & school districts to administer multilingual versions of certain statewide, standardized assessments in specified home languages to certain students who are or were English language learners; defines "multilingual version of assessment"; authorizes parents of eligible students to request monolingual version such assessments for his or her student; requires department to develop timetable & action plan to phase in administration of such assessments.
Licensed Counseling for First Responders; Requires employing agency of first responder to pay for certain licensed counseling for first responders; requires such counseling to be completed within specified timeframe; prohibits employing agency from requiring first responder to use leave for such counseling; authorizes first responder to select licensed mental health professional; prohibits payment by employing agency for such counseling from creating presumption of compensable occupational disease.
Limited English-proficient Voter Assistance; Requires supervisor of elections or political subdivision that administers election to provide language-related assistance to limited English-proficient voter; requires supervisor or political subdivision to provide election materials in covered language; requires supervisor to operate & provide public notice of language assistance hotline; requires governmental entity responsible for redistricting to provide translation services; authorizes limited English-proficient voter to bring actions against supervisor or political subdivision.
Instructions on Emergency First Aid for Choking; Requires poster containing specified information relating to choking to be placed in public school cafeterias; & provides requirements for placement of such posters.
Disqualification from Licensing, Permitting, or Certification Based on Criminal Conviction; Provides that application for license, permit, or certification may only be denied based on applicant's criminal record under certain circumstances; requires state agency to consider certain factors in determining whether applicant for license, permit, or certification has been rehabilitated; revises & provides requirements for state agencies relating to denying certain applications & petitions, advising applicant how to remedy disqualifications, new petitions, & fees; revises state agency reporting requirements.
Homestead Exemption for First Responders; Exempts from taxation homestead property of surviving spouse of first responder who dies in line of duty while employed by United States Government; expands definition of “first responder” to include certain federal law enforcement officers.
Financial Aid for Female Victims of Rape, Incest, Domestic Violence, or Human Trafficking; Provides certain low-income, female students who are pregnant as result of rape, incest, domestic violence, or human trafficking are exempt from paying specified postsecondary tuition & fees; establishes Academic Success of Pregnant Female Students Who Are Victims of Sexual Abuse Grant Program within DOE.
Damages Recoverable in Wrongful Death Actions; Removes provision that prohibits adult children & parents of adult children from recovering certain damages in medical negligence suits.
