Florida Virtual School; Revises provisions relating to Florida Virtual School including students school may serve; priority to certain students; use of additional funding sources for its education delivery system; board of trustees; accrual of supplemental revenue from direct-support organizations; review & approval of certain expenditures; school's executive director; contracts & agreements; reporting requirements; international assessments; & access to test administrators.

Designation of the State Birds; Designates American flamingo as official state bird and the Florida scrub-jay as the official state songbird; provides that such designation supersedes designation of mockingbird as official Florida state bird.

Swimming Safety; Prohibits organizations from granting water access at public bathing places & public swimming pools to certain children without first requiring specified information; requires organizations to provide specified types of personal flotation devices to certain children; authorizes public bathing places & public swimming pools to refuse water access to certain children requires certain counties & municipalities to create pilot programs to install drowning prevention stations at high-risk water access areas; provides; specifies information that each participating county & municipality must provide to DEP following conclusion of pilot program; requires DEP to submit final report to Governor & Legislature; provides contents of report; encourages local governments to implement sponsorship programs with businesses to help fund drowning prevention stations; requires DEP to coordinate public awareness campaign dealing with water safety during implementation of pilot program; requires parents or legal guardians of children with autism to provide specified information regarding water safety & swimming certifications to child's public school.

Safe Waterways Act; Transfers duties related to bacteriological sampling of beach waters & public bathing places from DOH to DEP; provides requirements for such transfer; revises provisions related to bacteriological sampling of beach waters & public bathing places, including rule adoption & enforcement; issuance of health advisories; closure of beach waters & public bathing places; notification & signage requirements; & public statewide interagency database.

Homeowner's Associations; Revises, provides, & removes provisions relating to recall of board members of homeowners' associations; revises provisions relating to delivery of certain notices; specifies when board member is delinquent in paying assessments; revises & provides requirements relating to elections, recall disputes, arbitration, court actions, & attorney fees; provides financial reporting requirements; requires certain documents be provided to prospective purchasers before executing contract; authorizes prospective purchasers to cancel contract under certain circumstances.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

Education; Revises provisions relating to critical teacher shortage areas, Interstate Compact on Educational Opportunity for Military Children, Florida School for Competitive Academics, use of certain educational funds, emergency opioid antagonists, corporal punishment, background screening requirements for private schools, prekindergarten programs, students of military families, K-12 courses, instruction, standards, & bencharks, New Worlds Tutoring Program, & educator certifications.

Aggravated Animal Cruelty; Requires the Department of Law Enforcement to post on its website the names of certain individuals who have violated specified animal cruelty provisions; provides a sentencing multiplier for specified offenses of aggravated animal cruelty.

Legal Tender; Revising the sales and use tax exemption for certain coin or currency; specifying that a person who claims the sales tax exemption bears the burden for determining whether the gold coin or silver coin meets a specified definition; providing a presumption regarding the purity requirements of gold coin and silver coin, etc.

Fleeing or Attempting to Elude a Law Enforcement Officer; Revises law enforcement vehicle marking requirements for specified offenses; reclassifies offenses for purposes of offense severity ranking chart of Criminal Punishment Code; provides sentencing multiplier for specified offenses.
