Domestic Violence; Revises prohibition on sale or transfer of firearms to persons convicted of misdemeanor domestic violence offenses; prohibits persons convicted of misdemeanor offense of domestic violence from possessing firearm or ammunition; requires persons convicted of misdemeanor offenses of domestic violence to surrender all firearms & ammunition; provides requirements for law enforcement officers carrying out court order & taking possession of firearms & ammunition; requires all law enforcement agencies to develop certain policies & procedures; authorizes defendant to elect to transfer all firearms & ammunitions that he or she owns to another person.

Retail Sale of Domestic Dogs and Cats; Prohibits pet stores from selling or offering for sale domestic dogs & cats; provides penalties.

Acceptance of Cash Payments by Businesses; Requires certain businesses to accept cash payments for services; prohibits fees or conditions for such transactions; provides exceptions, penalties, & rulemaking authority.

Cosmetic Animal Testing; Prohibits manufacturer from manufacturing, importing for profit, selling, or offering for sale cosmetic developed or manufactured using cosmetic animal testing conducted or contracted by certain persons or from conducting or contracting for cosmetic animal testing; provides labeling requirements for specified cosmetics.

Pet Protection; Requires licensure of pet stores; requires DBPR to adopt procedures for such licensure; regulates sale or transfer of household pets by pet stores; limits sources from which pet stores may acquire pets for sale; requires DBPR to conduct periodic inspections of pet stores & audit sales records; revises importation, sterilization, & reporting requirements of certain public or private entities.

Tenant Safety; Revises what constitutes reasonable notice for repairs of dwelling units; requires operator of apartments to provide tenant or prospective tenant with certain background screening information; requires operator to provide tenant with list of employees or contractors & post such list on grounds of apartment or apartment's website; requires such operator to maintain, & make accessible to certain persons & during discovery, list that accounts for information for specified time period; requires licensee to provide Division of Hotels & Restaurants with certain information during its annual inspection.

Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.

Bottled Water Excise Tax; Imposes excise tax on bottled water operators; specifies tax rate & trust fund for tax proceeds; requires tax proceeds to be used for certain purposes; specifies procedures for bottled water operators related to tax payments; authorizes DOR to settle or compromise taxes; provides recordkeeping requirements for bottled water operators; specifies DOR's authority to inspect books, records, & papers, issue subpoenas, & apply for certain judicial orders; provides procedures for DOR in conducting audits; specifies procedures for claiming refunds; provides that taxes due remain lien on certain property; requires that suits brought by DOR for violations be brought in circuit court; provides criminal penalties.

State Park Fee Discounts; Provides certain entrance passes for specified military members & veterans at no charge.

Mental Health and Substance Abuse; Revises & provides terminology & requirements relating to petitions & procedures for voluntary & involuntary admissions, examinations, & treatment under Baker Act & Marchman Act; provides appropriation. APPROPRIATION: $633,000
