Repair of Motorized Wheelchairs; Requires original equipment manufacturer to make available any documentation, parts, & tools, required for diagnosis, maintenance, or repair of motorized wheelchair & parts for motorized wheelchair; requires original equipment manufacturer of motorized wheelchair with electronic security lock to make available any special documentation, parts, & tools, needed to access & reset lock when disabled in course of diagnosis, maintenance, or repair of motorized wheelchair; provides that violation of act is unlawful practice under Florida Deceptive & Unfair Trade Practices Act; provides that original equipment manufacturer is not required to divulge trade secrets.

Health Insurance Coverage for Individuals with Developmental Disabilities; Revises definition of term "autism spectrum disorder"; revises definition of term "eligible individual" to mean person of any age who has been diagnosed as having developmental disability for purpose of health care coverage under group, blanket, & franchise policies, health maintenance contracts, & under Medicaid program.

Fees/Florida Manufacturing Promotional Campaign; Requires Department of Commerce to assess & collect specified annual fee sufficient to fund costs of administering voluntary Florida Manufacturing Promotional Campaign; requires that such fees be deposited into Economic Development Trust Fund for specified purpose.

Manufacturing ; Revises duties of Department of Commerce; establishes Chief Manufacturing Officer for certain purpose; provides organizational structure & responsibilities for Chief Manufacturing Officer; directs all state & local governmental entities to assist Chief Manufacturing Officer; requires department to prepare & submit to Governor & Legislature specified report regarding manufacturing efforts in this state by specified date; creates Florida Manufacturing Promotional Campaign for specified purpose; requires department to take certain actions in promoting campaign; requires persons that participate in campaign to register annually with department.

Ad Valorem Property Tax Exemption for the Surviving Spouse of Quadriplegics; Proposes amendment to State Constitution to authorize Legislature to provide for property tax exemption for surviving spouse of quadriplegic who was receiving property tax exemption on real estate used & owned as homestead at time of their death.

Medicaid Enrollment for Permanently Disabled Individuals ; Requires that certain Medicaid-eligible persons who receive specified Medicaid-covered services & who are permanently disabled be presumed eligible for continued Medicaid coverage during redetermination processes; requires AHCA to continue to make payments for such services; requires certain persons to notify AHCA & DCF of certain changes in disability or economic status; authorizes DCF to conduct redetermination of eligibility; requires DCF to make notifications; requires AHCA to seek federal authorization to exempt certain persons from annual redetermination of eligibility; requires AHCA & DCF to develop specified process.

Exceptional Student Education; Requires DOE to develop & implement, by specified date, workforce credential program for students with autism spectrum disorder or students on modified curriculum; provides purpose of program; provides requirements for program; & provides reporting requirements.

Home Health Care Services ; Revises provisions relating to administrator management; authorizes individuals under contract with home health agency to provide specified services; revises Excellence in Home Health Program criteria requirements.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

Special Observances; Designates August 21 of each year as "Fentanyl Awareness & Education Day"; encourages specified entities & public schools to sponsor events to promote awareness of dangers of fentanyl & potential overdoses, including education on specified topics.
