State University Student Fee Waivers; Requires state universities to waive specified fees for graduate students who meet specified full-time equivalent appointment requirement.
Post-trial Counseling Services for Jurors; Creates post-trial counseling program for jurors; requires chief judge of circuit to administer program; requires and authorizes judicial circuit to provide specified number of counseling sessions; authorizes judges to extend jury service for specified administrative purpose if juror requests counseling before conclusion of trial; prohibits clerk of court from releasing name of juror who requests post-trial counseling services; requires judicial circuits to annually submit a report to DCF.
Elections; Requires Florida Commission on Offender Review to develop & maintain database containing certain information; repeals provisions relating to Office of Election Crimes & Security & prohibition on use of private funds for election-related expenses; prohibits certain governmental entities from taking certain actions relating to elections; establishes Florida Voting Rights Act Commission; requires commission to designate certain languages for which assistance in voting & elections must be provided in certain circumstances; requires commission to enter into agreement to create Florida Voting & Elections Database & Institute; provides that enactment or implementation of certain policies by covered jurisdiction is subject to preclearance by commission; authorizes court to order certain appropriate remedies; authorizes certain persons to register to vote & immediately thereafter cast vote in certain circumstances authorizes DHSMV to preregister certain individuals to vote; revises provisions relating to third-party voter registration organizations & vote-by-mail ballots; establishes General Election Day as paid holiday; repeals prohibition on ranked-choice voting; authorizes certain persons to file certain civil actions.
Compulsory School Attendance; Revises required age for compulsory school attendance from 16 to 18 years of age; removes requirement that student's parent sign declaration of intent to terminate school enrollment; removes requirement that school district notify student's parent upon receipt of such declaration; & provides that adult education high school equivalency programs meet specified attendance requirements.
Autism Spectrum Disorder Training for Law Enforcement Officers; Provides requirements for training officers regarding individuals with autism spectrum disorder; requires Criminal Justice Standards & Training Commission to adopt rules requiring such training as part of continued employment training.
Temporary Cash Assistance Eligibility; Provides that benefits may not be denied to individual if DCF determines that such person is victim of human trafficking.
Hands-free Driving; Prohibits person from operating motor vehicle while using wireless communications device in handheld manner; provides exception; requires sustained use of wireless communications device by person operating motor vehicle to be conducted through hands-free accessory until such use is terminated; provides penalties.
Tax Exemptions for Surviving Spouses of Quadriplegics; Authorizes surviving spouses of certain quadriplegics to carry over certain tax exemption in certain circumstances.
Community-based Mobile Crisis Intervention Services; Requires AHCA to provide coverage for community-based mobile crisis intervention services for Medicaid recipients; provides duties of agency; requires agency to seek federal approval & waivers for such coverage.
