Online Protections for Minors; Requiring social media platforms to prohibit certain minors from creating new accounts; requiring social media platforms to terminate certain accounts and provide additional options for termination of such accounts; providing conditions under which social media platforms are required to prohibit certain minors from entering into contracts to become account holders; authorizing the Department of Legal Affairs to bring actions under the Florida Deceptive and Unfair Trade Practices Act for knowing or reckless violations; authorizing the department to issue and enforce civil investigative demands under certain circumstances, etc.

Towing and Storage; Revises provisions relating to towing & storing of vehicles & vessels, including establishing maximum rates for certain cleanup & disposal; excluding or failing to designate certain wrecker operators; authorizing fees; revising requirements relating to removal of vehicles or vessels; revising requirements for liens, notices of lien, sale, notices of sale, & types of payment; requiring operator to accept & maintain certain documents, rate sheets, & invoices; revising criminal penalties.

Lost and Abandoned Property; Revises timeframes within which law enforcement officers must provide certain notices to owners of certain abandoned or lost properties.

Law Enforcement Officers; Requires FDLE to create program to appoint & supervise unpaid auxiliary law enforcement officers with statewide jurisdiction to support law enforcement agencies; specifies status of such officers; provides training courses may be taught from any location in virtual classroom without an instructor present.

Pub. Rec./State Bullion Depositories; Provides public records exemption for records of accounts in bullion depositories & of transactions, deposits, & withdrawals associated with such accounts; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Governing Body Meetings; Authorizes governing bodies of municipalities to convene meetings & conduct official business via teleconferencing or other technological means if certain conditions are met; provides limitations on such meetings; provides limitations placed on such meetings may be suspended upon state of emergency.

Pub. Rec./Access to Financial Institution Customer Accounts; Provides public records exemption for termination-of-access reports filed by financial institutions with OFR, for information contained in such reports, & for personally identifying & personal financial information contained in complaints filed by customers or members & in determinations issued by office related to such complaints & reports; provides for future legislative review & repeal of exemption; provides statements of public necessity.

State Legal Tender and Bullion Depository; Provides specie legal tender & electronic currency are legal tender; provides bullion is not personal property for taxation & regulatory purposes; requires DFS to establish & administer bullion depository; authorizes governmental entities to use depositories for storing bullion; authorizes State Treasury to deposit portion of its funds into depositories in form of bullion; requires CFO to establish electronic currencies backed by specie legal tender & other bullion; requires CFO to hold specie legal tender & other bullion as bailment for specified purposes.

Rescinding a Homestead Exemption Application; Authorizes certain taxpayers to rescind homestead exemption applications; provides requirements for such action; requires property appraiser to adjust tax roll.

Shore Protection; Urges Congress to direct U.S. Army Corps of Engineers to amend current easement policy for shore protection projects to allow such critical projects in Florida to proceed without delay.
