Rep. Toby Overdorf

Spaceport Operations and Space Florida; Requires governing board of certain seaports to coordinate with Space Florida for specified purposes; provides that Space Florida is not agency & is not subject to certain bidding & contract procedures under certain conditions; requires Space Florida to employ full-time business development director for specified purposes; revises membership of Space Florida board of directors.

State Economic Development Contracts; Provides short title; defines; requires employer to sign agreement with Department of Commerce before becoming eligible for economic development incentive; specifies provisions of agreement; provides applicability; authorizes persons & entities to report suspected violation to department within specified timeframe; requires department to determine whether violation has occurred; requires department to deliver written notice to Attorney General; requires Attorney General to request certain information from employer alleged to be in violation; requires Attorney General to initiate proceedings to recover funds awarded to employer if employer is found to have violated agreement; provides that department's findings are final; requires department to execute separate written agreement with recipient of economic development incentive before department awards incentive; specifies contents of separate agreement; provides effective periods of separate agreement.

Gubernatorial Transition; Requires Governor to designate transition liaison within EOG within specified timeframe; provides duties of transition liaison; requires head of each state agency to designate agency transition liaison within specified timeframe; provides duties of agency transition liaisons; requires DMS & each state agency to provide certain temporary office facilities to certain persons during transition period; requires DMS, upon request, to provide Governor-elect & his or her staff with information technology & related services for such transition period; requires Governor-elect to designate in writing staff to be provided with such services; requires specified persons to sign certain memorandum of understanding; requires each state agency, upon request, to provide Governor-elect & his or her staff with access to agency leadership personnel during transition period; authorizes state agencies to assign limited personnel to assist Governor-elect & his or her staff; requires that Governor-elect & his or her staff be granted access to all state agency records upon request; requires that Governor-elect & persons designated by Governor-elect be granted access to confidential & exempt records under certain conditions; provides criminal penalties.

Assessment of Property Used for Residential Purposes; Prohibits consideration of increase in just value of property which is attributable to changes or improvements made to improve property's resistance to wind damage in determinations of assessed value of certain property.

Required Instruction in Cursive Writing; Requires students in specified grades to receive instruction in cursive writing; provides requirements for such instruction; requires students to demonstrate proficiency in cursive writing by end of specified grade; defines "proficiency in cursive writing".

Nursing Education Programs ; Revises application requirements for nursing education program approval; authorizes Board of Nursing to revoke program's approval; revises requirements for annual reports program directors of approved programs are required to submit to board; provides for revocation of program's approval & discipline of its program director; revises remediation procedures; removes provision authorizing board to extend program's probationary status; authorizes agents of DOH to conduct onsite evaluations & inspections; authorizes DOH to collect evidence as part of such evaluations & inspections; removes provision authorizing approved nursing education programs to request extension to meet board's accreditation requirements.

Minimum Age for Firearm Purchase or Transfer; Reduces minimum age at which person may purchase firearm & age of purchasers to which specified licensees are prohibited from selling or transferring firearm; removes exception.

Civil Liability for the Wrongful Death of an Unborn Child; Revises definition of term "survivors" to include parents of unborn child; provides definition for term "unborn child"; prohibits right of action against mother for wrongful death of unborn child or against health care provider for lawful medical care provided in certain circumstances; authorizes parents of unborn child to recover certain damages; prohibits recovery of certain damages if decedent is unborn child.

Special Districts; Abolishes certain soil & water conservation districts; transfers assets & liabilities of such districts to DACS; provides that independent special district that grants public access to district lands or water areas for outdoor recreational purposes owes no duty of care to perform specified actions; provides that independent special district is not responsible for injury to persons or property caused by act or omission of such person upon such lands or water areas; provides certain protection to owner of private land if independent special district secures easement or other access right through such private land to district lands or water areas that independent special district makes available to public for outdoor recreational purposes; provides that special district may purchase commodities & contractual services from purchasing agreements of this state; provides that independent special district may require, by resolution, criminal history screening for certain persons; revises qualifications of supervisor of soil & water conservation district; requires DACS to monitor specified soil & water conservation districts & ensure that each district is winding up administrative & fiscal matters in timely manner & using certain practices.

Accrued Save-Our-Homes Property Tax Benefit for Non-school Property Tax; Proposes amendment to State Constitution to increase the maximum value of the accrued Save-Our-Homes benefit which may be transferred to a new homestead for all levies other than school district levies, prohibit counties and municipalities from reducing total funding for law enforcement, and provide an effective date.
