Water Resources Management; Authorizes Board of Trustees of Internal Improvement Trust Fund to grant easements on sovereignty submerged lands for specified mitigation banks; directs DEP to create & modify specified rules; exempts certain docks on recorded easements from certain permit & verification requirements; granting certain docks authorization to use submerged lands upon approval of board; provides that specified structures associated with docks create presumption of specified compliance.

Sales Tax Exemptions for Hydrogen Products; Exempts from sales taxes purchase of machinery & equipment that produce electric or steam energy from burning green hydrogen; requires proration of exemption under specified conditions; exempts from sales taxes purchase of hydrogen used in specified industrial settings; exempts from sales taxes purchase of machinery & equipment involving green hydrogen, certain types of ammonia, & electrochemical reactions of green hydrogen & oxygen.

Aircraft Sales and Lease Tax; Exempts all aircraft sales & leases from sales & use tax.

Personal Information Protection; Prohibits public agencies from requesting, requiring, & publicly disclosing personal information; provides for civil action & award of damages; provides penalties.

Pub. Rec. and Meetings/Statewide Council on Human Trafficking Direct-support Organization; Exempts from public meetings requirements that portion of Statewide Council on Human Trafficking direct-support organization meeting during which personal identifying information of donor is discussed; exempts from public records requirements personal identifying information of donor to direct-support organization who desires to remain anonymous any communications between direct-support organization board members related to board approved event for which donor is contributing; provides for legislative review & repeal of exemptions; provides statement of public necessity.

Liens and Bonds; Revises liens and bonds laws, including provisions relating to when notices must be served; notarizing forms; direct contracts; computation of time; priority of liens; requirements for notice of commencement, notice of termination, & notice of contest of lien; transferring lien to security; service of documents; immunity to issuing authority; release of liens; authorizes attorney fees in certain actions.

Restrictions on Firearms and Ammunition During Emergencies; Repeals provisions relating to specified automatic restrictions on firearms & ammunition during certain declared emergencies.

Delayed Arraignment; Defines "notice to appear"; requires law enforcement officer to issue notice to appear when there are reasonable grounds to believe that person is committing or has committed misdemeanor offense or violation of municipal or county ordinance; provides exceptions.

Ukraine; A resolution condemning the invasion of Ukraine and supporting the people of Ukraine.

Emergency Orders Prohibiting Religious Services or Activities; Provides emergency orders may not directly or indirectly prohibit religious institutions from regular religious services or activities.
