Tourism Development; Revises method of approval of levy & imposition of county taxes; requires DOR & counties to remit specified percentage of tax revenues to Florida Tourism Industry Marketing Corporation; provides for expiration of ordinance that levies & imposes certain taxes; prohibits corporation from receiving state funds except for certain county tax revenues; requires corporation to take actions & be dissolved upon accepting state funds or receiving less than certain amount of public contributions in fiscal year; terminates Tourism Promotional Trust Fund.
Vertiports; Provides legislative intent; requires DOT to take certain actions regarding vertiports; provides design and layout plan requirements for vertiport owners; provides limitations regarding exercise of political subdivision's zoning & land use authority in regulating vertiports.
Changes in Ownership of or Interest in Pari-mutuel Permits; Revises entities authorized to hold pari-mutuel wagering permits & associated licenses; specifies such entities may hold licenses for cardroom operation.
Emergency Communications; Renames E911 Board as Emergency Communications Board; revises composition of board; requires board to administer fees; authorizes board to establish schedules for implementing certain wireless NG911 systems; provides for board's authority to implement changes to allocation percentages & adjust fees; revises provisions relating to public safety emergency communications systems fee; revises factors board considers when setting percentages or adjustments to fee; revises types of emergency communications equipment & services that are eligible for moneys derived from fee; renames Communications Number E911 System Fund as Emergency Communications Trust Fund; revises percent distribution of fund used for payment of authorized expenditures; removes percent distribution to wireless providers.

Public Nuisances; Prohibits person from distributing onto private property any material for purpose of intimidating or threatening owner, resident, or invitee; prohibits person from willfully & maliciously harassing, threatening, or intimidating another person based on person's wearing or displaying of any indicia relating to any religious or ethnic heritage; requires violations be reported as hate crimes; prohibits display or projection of images onto building, structure, or property without permission; prohibits person who willfully enters campus of state university or Florida College System institution for purpose of threatening or intimidating another person from remaining on such campus after being warned to depart.
Substitution of Work Experience for Postsecondary Education Requirements; Provides requirements for hiring considerations by employing agencies; provides postsecondary degree may be baseline requirement; authorizes applicant to request review of hiring consideration; provides requirements for DMS & Public Employees Relations Commissions relating to requests; provides jurisdiction to commission; provides remedies if DMS substantiates report; authorizes agency to elect to substitute work experience for postsecondary educational requirements for person seeking to enter into contract with agency.
