Medical Examiners' Duties; Specifies autopsy requirements for certain cases involving sudden & unexpected deaths in young individuals; requires medical examiners to document certain information in autopsy reports for such cases; requires medical examiners to report specified cases to national Sudden Unexpected Infant Death & Sudden Death in Young Case Registry in accordance with protocols established by DOH & United States Centers for Disease Control & Prevention; requires department to impose certain administrative penalties against medical examiners for failure to report such cases in specified timeframe; provides that compliance with specified provisions is deemed permissible disclosure for purposes of state & federal medical privacy laws.

Civil Liability for the Wrongful Death of an Unborn Child; Revises definition of term "survivors" to include parents of unborn child; provides definition for term "unborn child"; prohibits right of action against mother for wrongful death of unborn child or against health care provider for lawful medical care provided in certain circumstances; authorizes parents of unborn child to recover certain damages; prohibits recovery of certain damages if decedent is unborn child.

Designation of the State Birds; Designates American flamingo as official state bird and the Florida scrub-jay as the official state songbird; provides that such designation supersedes designation of mockingbird as official Florida state bird.

Public Employees Relations Commission; Revises provisions relating to certain final orders issued by PERC; specifies annual salaries of chair & other commissioners of PERC; revises provisions for delivery of service; requires employee organization, within specified timeframe, to revoke membership of, & cease collection of membership dues from, public employee; revises requirements for registration, registration renewal, certification, recertification, or decertification of employee organizations; removes provisions relating to revocation of certification of employee organizations; requires commission or one of its designated agents to conduct investigation if challenge is filed; provides prohibitions on public employers, their agents or representatives, & any person acting on their behalf; revises provisions relating to impasse; authorizes certain actions by public employees upon agreement between public employer & bargaining agent; provides exceptions for certain bargaining units; increases fines for certain violations.

Motor Vehicles Using the Furthermost Left-hand Lane; Defines "furthermost left-hand lane"; prohibits driver from operating motor vehicle in furthermost left-hand lane on specified roadways; provides exceptions; provides nonapplicability; requires DOT to make certain designations & install specified signage.

Pub.Rec./Voter Registration Record Maintenance ; Provides exemption from public records requirements for records containing certain information received from federal agencies, another state, or the District of Columbia after entering into memorandum of understanding pertaining to voter registration records.

Compounding Pharmacies; Authorizes certain patients, to determine, with assistance & guidance of their health care provider, individual courses of treatment; authorizes compounding pharmacies to access certain ingredients for compounding.

Rec./Public Employees Relations Commission; Exempts from public records requirements written communications developed in preparation for, or preliminary to, issuance of any order by PERC or its designees; exempts from public records requirements personal identifying & location information of chair, commissioners, & hearing officers of PERC & personal identifying & location information of spouses & children of such personnel; provides for future legislative review & repeal of exemptions; provides statements of public necessity.

Elections; Revising provisions related to elections including voter registration, data sharing, voter applications, verification of citizenship, qualifications of candidates, maintenance of voter rolls, ballots, automated independent validation of votes, county canvassing boards, supervisors of elections, the Department of State, system validation reviews, & driver licenses & identification cards.
