Local Business Protection Act; Authorizes businesses to claim damages from county or municipality if county or municipality enacts or amends certain ordinances or charter provisions; limits amount of business damages that may be recovered; specifies ordinances & charter provisions that do not result in liability; requires presuit procedures before businesses file action for business damages; authorizes courts to award reasonable attorney fees & costs; specifies counties & municipalities are not liable for damages if they take actions within specified timeframe.

Immigration Enforcement; Requires law enforcement agency operating county detention facility to enter into specified agreement with U.S. Immigration & Customs Enforcement to assist with immigration enforcement; requires such agency to report specified information quarterly to FDLE; prohibits governmental entity from executing, amending, or renewing contract with common carriers or contracted carriers under certain circumstances; requires specified governmental entity contracts with common carriers or contracted carriers to include specified provisions.

Ukraine; A resolution condemning the invasion of Ukraine and supporting the people of Ukraine.

Regulation of Medical Marijuana; Prohibits qualified physician from engaging in certain advertising; prohibits certain entities & individuals from employing qualified physician or having certain economic interests; authorizes DOH to sample marijuana & marijuana delivery devices; requires recall of marijuana under certain circumstances; prohibits qualified physician from certifying to minor patient marijuana, except for low-THC cannabis; revises supply limits of marijuana; prohibits medical marijuana testing laboratory from having economic interest or financial relationship with MMTC.

State Preemption of Seaport Regulations; Prohibits local ballot initiative or referendum from restricting maritime commerce in seaports; provides certain actions are prohibited, void, & expressly preempted to state; prohibits local governments & their political subdivisions & special districts from restricting maritime commerce in seaport located in or adjoining an area of critical state concern with respect to federally authorized passenger cruise vessel; provides certain actions relating to such restrictions are prohibited, void, & expressly preempted to state; clarifies remaining authority of certain local entities.

Recovery of Damages in Claims for Medical Negligence; Authorizes parents of adult children to recover damages for mental pain and suffering in medical negligence suits.

Lee Memorial Health System, Lee County; Provides that operation & maintenance of projects, activities, & products by Lee Memorial Health System Board of Directors are deemed public purpose; authorizes board to establish, fund, support, organize, & participate in such projects, activities, & products; provides for quorum; revises provisions relating to powers of board & funds; provides powers of Lee Memorial Health System; exempts from taxes certain notes, mortgages, security agreements, letters of credit, or other instruments; revises ways funds of board may be paid out; authorizes board to invest specified funds.

Vulnerable Victims and Witnesses; Revises standard for orders to protect certain testifying victims & witnesses; prohibits depositions of certain victims & witnesses in certain proceedings without showing of good cause; provides requirements for obtaining such deposition; revises factors to be considered by court in motion seeking to protect victim or witness; provides for appointment of guardian ad litem or other advocate for deponent in certain cases; authorizes court to request aid of interpreter; requires court to make specific findings of fact on record for orders & rulings.
