School Readiness Program; Requires early learning coalitions to adopt payment rate schedule; provides requirements for payment rate schedule; requires early learning coalitions to reimburse contracted school readiness program providers minimum payment rate; provides minimum payment rate reimbursements shall be charged as direct services; revises required contents of early learning coalition plans; requires division to annually collect data & include such data in annual report.

Boating and Vessel Safety; Requires boating safety education courses & temporary certificate examinations to include specified components; directs FWCC to include such components in boating safety education campaigns & educational materials; requires instructors of water sports & activities to use engine cutoff switches & wear operative links to switches under certain conditions.

Consumer Data Privacy; Requires collectors to provide notice to consumers about data collection, sharing, & selling practices; provides consumers right to request data be disclosed, deleted, or corrected & to opt-in or opt-out of sale or sharing of data; provides nondiscrimination measures, methods for requesting data & opting-in or opting-out of sale or sharing of data, private cause of action, & enforcement; preempts regulation of consumer date collection, sharing, & selling to the state.

Pub. Rec./Consumer Data Privacy; Provides exemption from public records requirements for information relating to investigations by DLA & law enforcement agencies of certain data privacy violations; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Homestead Tax Exemptions; Revises interest rate & penalty that applies to property owners who unlawfully received homestead exemption; revises criteria under which rental of homestead property is not considered abandonment for tax exemption purposes.

Parental Leave; Requires, rather than authorizing, certain departments or agencies of state to adopt rules to establish plan for sick leave pool; provides that eligible employees may use sick leave pool for parental leave; provides for priority of application in case of conflict; defines "parental leave"; provides requirements for parental leave; provides amount of parental leave authorized; provides that parental leave runs concurrently with Family Medical Leave Act.

Donor Human Milk Bank Services; Authorizes AHCA to pay for donor human milk bank services as optional Medicaid service; specifies coverage requirements; adds donor human milk bank services to list of Medicaid services authorized for reimbursement on fee-for-service basis; adds donor human milk bank services to list of minimum benefits required to be covered by Medicaid managed care plans.
