Prohibition of Public Funds for Lobbying; Prohibits local governments and not-for-profit organizations from using public funds to retain lobbyists; provides exceptions for local government full-time employees; provides sanctions for violations; authorizes people to file complaints with the Commission on Ethics; requires commission to provide a report to specified entities; specifies procedures for disciplining violators.
Trailer Estates Park and Recreation District, Manatee County; Revises boundaries; revises powers & duties for trustees; provides for qualification of electors, annual election, & removal of trustees & appointment to fill vacancies; provides for assessment & collection of assessment; establishes fiscal year & provides for annual financial statements; authorizes trustees to issue bonds and other obligations; authorizing trustees to acquire & dispose of real & personal property & to adopt & enforce rules & regulations; provides for abolishment of district & conditions precedent to file suit against district or trustee; provides liability; requires referendum.
Minimum Wage Rate; Proposes amendment to State Constitution to authorize Legislature to provide reduced minimum wage rate for prisoners in state correctional system, for recently incarcerated employees, for employees under 21 years of age, & for other hard-to-hire employees.
Transportation Projects; Limits amount of State Transportation Trust Fund revenues to be committed for certain public transportation projects; revises amount of funding allocated by DOT to transportation construction projects for purchase of plant materials; revises types of projects receiving allocation; removes requirement that certain amount of allocation be for purchase of large plant materials; requires purchased plant materials to be grown in this state; authorizes DOT to enter into certain contracts without advertising & receiving competitive bids; authorizes DOT to combine certain work phases.

Regulation of Concealed Weapons and Firearms; Provides that certain actions creating restrictions or issuance of licenses are subject to penalties under specified provisions; provides that Cabinet member may not make any administrative regulations concerning regulation of firearms & ammunition except as expressly provided by State Constitution or general law; requires DACS to enforce state firearms laws.
Executive Branch; Requires executive director of FDLE to be appointed subject to majority vote of Governor & Cabinet with Governor & Attorney General on prevailing side; requires executive director of DHSMV to be appointed by Governor, subject to majority vote of Governor & Cabinet with Governor on prevailing side, & confirmed by Senate; requires appointment of Secretary of Environmental Protection to be subject to majority vote of Governor & Cabinet with Governor on prevailing side; requires executive director of DVA to be appointed subject to majority vote of Governor & Cabinet with Governor on prevailing side; requires OPPAGA to contract for review of FDLE; providing requirements for review.
Law Enforcement Officers; Includes service as law enforcement officer as ground for reclassification of certain criminal offenses on basis of prejudice against victim; authorizes crisis intervention training for law enforcement officers.
Protection of a Pain-capable Unborn Child from Abortion; Prohibits abortion of unborn child capable of feeling pain; provides parameters for physicians in making certain determinations; requires physicians to report abortion information to DOH; provides criminal penalties & civil & criminal remedies; requires court ruling on protection of certain identifying information.
