Dangerous Dogs; Requires dog owners to securely confine their dogs in proper enclosure; requires dogs subject to dangerous dog investigations be confiscated & held until completion of certain actions; requires animal control to provide information to DACS & destroy certain dogs; requires owner of dangerous dog to obtain liability insurance; revises civil penalty for violations; requires DACS to create statewide Dangerous Dog Registry; revises when owner of dog that has not been declared dangerous is liable for such dog's severe injury to, or death of, human.

Representation by Counsel in Hearings on Petitions for Risk Protection Orders; Provides respondent has right to be represented by attorney in risk protection order proceeding & right to have attorney appointed if he or she cannot afford one; requires specified notice; specifies compensation for private counsel appointed to represent respondent.

Misdescription of Beneficiaries and Banks; Revises requirements for rights as beneficiary of order & acceptance of order when beneficiary is nonexistent or unidentifiable person or account; removes rules relating to accepted payment orders; revises requirements relating to misdescription of banks for intermediaries & beneficiaries.

Civil Liability for the Wrongful Death of an Unborn Child; Revises definition of term "survivors" to include parents of unborn child; provides definition for term "unborn child"; prohibits right of action against mother for wrongful death of unborn child; authorizes parents of unborn child to recover certain damages.

Restrictions on Firearms and Ammunition During Emergencies; Repeals provisions relating to specified automatic restrictions on firearms & ammunition during certain declared emergencies.

Millage Rates; Prohibits certain increases in millage rate from going into effect until it has been approved by specified vote.

Procedures of the Legislature; Proposes amendment to State Constitution to revise & require specified legislative procedures; provide & revise requirements for legislative officers & executive directors; provide specifications for legislative committees; revise dates & length of each legislative session; eliminate special sessions; revise when bill becomes law & takes effect; set compensation of legislative members & their staff; authorizes removal of appropriations from appropriations bills during public review period.

Emergencies; Requires legislative approval before Governor is authorized to renew certain emergency provisions; requires Governor to review & redraft provisions after a certain period of time; requires OPPAGA to prepare report; requires such report to accompany Governor's redraft of such provisions; provides authorized & prohibited actions of Governor; provides specified property is considered commandeered & compensation is required; provides requirements for certain emergency provisions; revises required & authorized actions of State Health Officer.

Fines and Fees; Authorizes clerk of court to accept monthly installment payments for administrative processing charge; revises methods by which clerk may accept payments for fees, charges, costs, & fines; provides requirements for payment plan; authorizes court to modify payment plan or reduce, waive, or convert to community service outstanding fees, costs, or fines; prohibits clerk from sending incarcerated individual's account to collection agency or sending notice to DHSMV to suspend incarcerated individual's driver license; revises offenses that would lead to suspension of driver license upon failure to comply with court directives.

Unlawful Demolition of Historical Structures; Authorizes enhanced fines for unlawful demolition of certain historical structures; provides that fines may not exceed specified amount.
