Law Enforcement Officers and Correctional Officers; Authorizes officers to pursue administrative or civil relief for certain violations; removes requirement that certain violations be intentional; requires interviews to cease under certain circumstances; provides that third member of compliance review panel may not be employed by agency head; requires panel to determine if violation occurred; removes requirement for agency head to initiate investigation against investigator; requires sustained allegations of intentional violation to be forwarded to Criminal Justice Standards & Training Commission for review; provides that employing agency is responsible for certain monetary expenses; removes criminal penalty.

Battery Offenses; Expands coverage of prohibition on battery involving contact with bodily substances.

Tangible Personal Property Tax Exemption; Proposes amendment to State Constitution requiring an increase in ad valorem tax exemption on assessed value of tangible personal property from twenty-five thousand dollars to fifty thousand dollars.

Tangible Personal Property Tax Exemption; Proposes amendment to State Constitution to authorize Legislature to exempt tangible personal property located on land classified agricultural from ad valorem taxation.

Motor Vehicle Insurance; Repeals provisions, relating to application of Florida Motor Vehicle No-Fault Law; revises requirement for proof of security on motor vehicle; revises motor vehicle insurance coverages that applicant must show to register vehicles with DHSMV; revises garage liability insurance requirements for motor vehicle dealer license applicants; revises minimum liability coverage requirements for motor vehicle owners or operators; revises legal liability of uninsured motorist coverage insurer; revises required coverages for motor vehicle insurance policy; requires that motor vehicle insurance policies provide death benefits provides appropriation. APPROPRIATION: $83,651

Interstate Mobility; Requires respective boards of occupations, or DBPR if there is no board, to allow licensure by endorsement if applicant meets certain criteria; requires applicants of professions that require fingerprints for criminal history checks to submit such fingerprints before board or DBPR issues license by endorsement; requires that costs associated with fingerprint processing be borne by applicant; if fingerprints are submitted through authorized agency or vendor, requiring such agency or vendor to collect processing fees & remit them to FDLE; requires applicable health care regulatory boards, or DOH if there is no board, to issue license or certificate to applicants who meet specified conditions; requires DOH to verify certain information using National Practitioner Data Bank; specifies circumstances under which person is ineligible for license; authorizes boards or DOH to revoke license upon specified finding; authorizes boards or DOH to require that applicants successfully complete jurisprudential examination; requires DOH to submit annual report to Governor & Legislature by specified date; revises licensure by endorsement requirements for practice of acupuncture, medicine, professional or practical nursing, pharmacy, midwifery, speech-language pathology & audiology, nursing home administration, occupational therapy, radiology, respiratory therapy, dietetics & nutrition, electrology, massage therapy, opticianry, physical therapy, physical therapist assistantship, psychology & school psychology, & clinical social work, marriage & family therapy, & mental health counseling, respectively; authorizes boards & DOH to continue processing applications for licensure by endorsement, as authorized under Florida Statutes (2023), for specified timeframe.

Motor Vehicle Racing Penalties; Increases fine for specified offenses; increases criminal penalty & revising applicability of criminal penalty for second offenses of specified violations occurring within specified time period; provides penalties for impeding, obstructing, or interfering with an emergency vehicle while participating in drag race, street takeover, stunt driving, competition, contest, test, or exhibition; increases penalty for third or subsequent offenses of specified violations occurring within specified time period; increases fine for such violations; increases fine for acting as spectator at specified violations.

Impeding, Threatening, or Harassing First Responders; Specifies that peaceful recording, photographing, or observation is not harassment; prohibits approaching first responder or remaining within specified distance of such person with intent to impede, threaten, or harass person from performing lawful duties after receiving warning not to approach.

Department of Agriculture and Consumer Services; Revises, repeals, & creates various provisions relating to electric vehicle charging stations; pest control & fumigation; commercial landscaping & wildlife management; weapons & firearms; charitable organizations & professional solicitors; cultivated meat & saw palmetto berries; motor vehicle repair shops; Florida Agricultural Museum; trespass on & theft of property; weights & measures; household moving & shipping services; agricultural school activities; hunter ID program; & penalties for various violations.

History and Instruction of Political and Socio-economic Systems; Requires students to receive instruction on history of Communism; requires DOS to provide recommendation to Legislature relating to creation of museum of history of Communism; creates Institute for Freedom in Americas at Miami Dade College; renames Adam Smith Center for Study of Economic Freedom as Adam Smith Center for Economic Freedom & revises goals of center.
