Sales Tax Exemption for Disabled Veterans; Creates exemption from specified taxes for sales made to certain veterans; requires person seeking exemption to apply to DOR.

Transportation Facility Contractors; Authorizes DOT to enter into certain construction, maintenance, & operation agreements; specifies that contractors that construct transportation facilities pursuant to Florida Transportation Code do not act on behalf of DOT for purposes of public records requirements.

Motor Vehicle Insurance; Repeals provisions relating to application of Florida Motor Vehicle No-Fault Law; revises motor vehicle insurance coverages that applicant must show to register certain vehicles with DHSMV; revises garage liability insurance requirements for motor vehicle dealer license applicants; revises financial responsibility requirements for owners or lessees of for-hire passenger transportation vehicles; revises requirements for certificate of deposit that is required if person elects certain method of proving financial responsibility; revises minimum net worth requirements to qualify certain persons as self-insurers; revises coverages that must provide premium charge reduction; revises coverages that are subject to premium discounts for specified motor vehicle equipment; revises coverages that are subject to stacking prohibition; revises coverages of motor vehicle insurance policy for which licensed general lines agent may charge specified fee; revises additional liability insurance requirements for commercial motor vehicles; revises insurance requirements for transportation network company drivers; revises coverages in policy sold in combination with accidental death & dismemberment policy which premium finance company may not finance. APPROPRIATION: $83,651

Department of Highway Safety and Motor Vehicles Operations; Requires licensure in lieu of registration of certain motor carriers; requires motor carriers to obtain fuel use decals; revises fuel tax decals, renewal, and temporary fuel-use requirements; removes driveway permit provisions; revises motor fuel use tax return provisions; creates penalties for certain offenses; authorizes DHSMV to inspect specified documents of motor carriers, motor fuel retail dealers, & wholesalers; requires motor carriers to destroy fuel tax decals & notify department; revises methods for suspending driver licenses; revises requirements for documenting applicant's proof of legal residency; revises purposes for which department may provide notification by electronic mail.

Complaints Against Law Enforcement and Correctional Officers; Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation; prohibits certain personnel action from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed under oath by complainant; prohibits investigative file of certain investigations of law enforcement officers or correctional officers from being included in such officer’s personnel file; prohibits existence of certain investigations from affecting officer’s ability to receive promotion, raise, or other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint; provides penalties for making false complaint.

Florida State Guard; Provides that members of Florida State Guard are entitled to specified leaves of absences & specified discount on annual state park entrance passes; creates annual Florida State Guard gold sportsman's license; & establishes Florida State Guard Scholarship Program within DOE.

Public Safety; Establishes Counterterrorism/Counterintelligence Unit within FDLE; revises definitions of "affiliated first responder organization" & "first responder" to include additional personnel in provisions relating to peer support for first responders; revises requirements for reporting of missing persons information; provides exemption from certain law enforcement basic training requirements for persons who have served as intelligence or counterintelligence officers or agents for specified time period; requires certain basic skills training in resilience for law enforcement officers; authorizes first responder amputees to continue to serve as first responders in certain circumstances; creates Florida Medal of Valor & Florida Blue/Red Heart Medal & provides requirements for such medals.

Transportation Facility Designations; Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.

Law Enforcement, Correctional, and Correctional Probation Officer Benefits; Provides that law enforcement, correctional, or correctional probation officer & his or her spouse & dependent children are eligible for certain insurance coverage if officer is injured in line of duty or while engaged in official training exercise.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.
