State University Unexpended Funds; Authorizes state university to retain & report annual reserve balance exceeding specified amount; & authorizes state university's carry forward spending plan to include reserve fund to be used for authorized expenses in subsequent years.

Weapons and Firearms; Requires background checks on persons involved in firearm sales or transfers; requires firearm sales or transfers to be conducted through licensed dealer; revises requirements for safe storage of firearms; revises criminal penalties; requires firearms be sold by dealers with trigger locks or gun cases; revises warnings to be posted in gun dealerships; requires certain materials to be given to gun purchasers; prohibits specified acts involving unfinished firearm frames or receivers; prohibits certain activities involving three-dimensional printer or CNC milling machine.
Conveyances to Foreign Entities; Revises definition of term "foreign principal"; revises conditions under which foreign principal may purchase certain real property in state; removes provisions relating to prohibition of purchase or acquisition of real property by People's Republic of China.

Protection of the Right to an Abortion; Declares that woman has protected right to an abortion; provides for civil liability for persons who violate such right; provides for punitive & compensatory damages, costs, & attorney fees; provides for state payment of awards against indigent defendants; provides for liens against indigent defendants; provides for employer liability; provides statute of limitations period.
Elections; Requires Florida Commission on Offender Review to develop & maintain database containing certain information; repeals provisions relating to Office of Election Crimes & Security & prohibition on use of private funds for election-related expenses; prohibits certain governmental entities from taking certain actions relating to elections; establishes Florida Voting Rights Act Commission; requires commission to designate certain languages for which assistance in voting & elections must be provided in certain circumstances; requires commission to enter into agreement to create Florida Voting & Elections Database & Institute; provides that enactment or implementation of certain policies by covered jurisdiction is subject to preclearance by commission; authorizes court to order certain appropriate remedies; authorizes certain persons to register to vote & immediately thereafter cast vote in certain circumstances authorizes DHSMV to preregister certain individuals to vote; revises provisions relating to third-party voter registration organizations & vote-by-mail ballots; establishes General Election Day as paid holiday; repeals prohibition on ranked-choice voting; authorizes certain persons to file certain civil actions.
