Farming Community High-speed Broadband Development Incentives; Creates a state-funded grant program with Office of Broadband to fund broadband infrastructure projects in underserved farming communities; provides eligibility criteria; specifies limits on annual funding; requires funding recipients to providing annual reports containing specified information; requires office to conduct performance audits; authorizes farmers in underserved farming communities to receive specified tax credits if certain conditions are met; specifies projects eligible for tax credits; requires Office of Broadband to conduct specified public awareness campaigns & provide technical training programs.

Crisis Care Coordination ; Requires DCF to implement, subject to appropriation, Crisis Care Coordination Pilot Programs in specified counties for certain purposes; provides requirements for pilot programs; requires DCF to contract for independent evaluation of pilot programs & submit report to Governor & Legislature by specified date; provides rulemaking authority; provides for expiration of pilot programs.

Historical Records Concerning Enslaved Individuals; Prohibits certain acts relating to sale & trade of enslaved individuals; provides exceptions; establishes specified penalties for violations of this act; granting DOS responsibility to oversee this act; granting Attorney General power to bring civil actions for violations; requires DOS to use existing state resources to fund this act; requires DOS to establish online reporting system for certain purpose.

Florida Museum of Black History; Specifies functions & activities of Florida Museum of Black History; provides for legislative designation of permanent & temporary locations of museum; requires specified nonprofit organization to create exhibits for temporary museum; establishes governing board for certain purposes; provides requirements for governing board; requires governing board to submit written report to Governor & Legislature by specified date; requires DOS to provide certain support; provides appropriations. APPROPRIATION: $1,500,000

Florida Museum of History at the Town of Eatonville; Authorizes specified entities to enter into partnership to design, construct, & operate & manage Florida Museum of History at Town of Eatonville; specifies museum requirements; specifies duties of advisory board; specifies membership of advisory board; specifies duties of partnership & governing board of Florida Museum of History at Town of Eatonville related to museum; requires governing board to make certain recommendations regarding educational materials for museum; specifies duties of operating board of directors; requires governing board, in conjunction with Florida Tourism Marketing Corporation & others, to develop & execute marketing plan to promote museum; specifies funding for construction operations of museum; requires creation of endowment; requires museum to receive program support from operating board of directors, appointed by governing board.

Spectrum Alert; Requires FDLE, in cooperation with specified agencies, to establish & implement Spectrum Alert; develop training program & alert system for missing children with autism spectrum disorder which is compatible with existing alert systems; specifies requirements for training program. APPROPRIATION: $190,000

Department of Highway Safety and Motor Vehicles ; Revises provisions relating to duties of tax collectors, as agents of DHSMV, issuance of certain registrations & licenses, & revocation of certain driving privileges.

Firefighter Health and Safety ; Requires Division of State Fire Marshal within DFS to adopt certain rules; requires division to assist in decreasing frequency of fatalities; requires division to adopt rules relating to education on chemical hazards or toxic substances & mental health best practices.

Sexual Cyberharassment; Revises requirements for enhanced penalty for second or subsequent conviction; prohibits violations for pecuniary or any other financial gain; provides for award of punitive damages in civil actions; provides statute of limitations for prosecution.

State Land Management; Requiring public hearings for all updated conservation and nonconservation land management plans; requiring the Division of State Lands of the Department of Environmental Protection to make available to the public, within a specified timeframe, electronic copies of land management plans for parcels of a certain size and for parcels located in state parks; revising the duties of the Division of Recreation and Parks of the Department of Environmental Protection; specifying requirements for the management of parks and recreational areas held by the state; requiring the division to comply with specified provisions when granting certain privileges, leases, concessions, and permits; authorizing the division to acquire, install, or permit the installation or operation at state parks of campsites and cabins that meet certain requirements; prohibiting the division from authorizing certain uses or construction activities within a state park; prohibiting the division from installing or permitting the installation of any lodging establishment within the boundaries of a state park; requiring that individual management plans for parcels located within state parks be developed with input from an advisory group; requiring that the advisory group's required public hearings be noticed to the public within a specified timeframe, etc.
