High School Graduation Requirements in Personal Finance; Revises required credits for standard high school diploma to include one-half credit of instruction in personal financial literacy & money management & seven & one-half, rather than eight, credits in electives; authorizes students to earn one-half credit in personal financial literacy & money management as elective.

Donor Human Milk Bank Services; Authorizes AHCA to pay for donor human milk bank services as optional Medicaid service; specifies coverage requirements; adds donor human milk bank services to list of Medicaid services authorized for reimbursement on fee-for-service basis; adds donor human milk bank services to list of minimum benefits required to be covered by Medicaid managed care plans.

Judicial Nominating Commissions; Revises composition of judicial nominating commissions; terminates terms of existing commission members; provides for new appointments & staggered terms; specifies prohibitions; requires appointing authorities to consider certain attributes in making appointments to ensure diversity; requires appointing authorities to collect certain data & specifies how data is to be released; provides conflict of interest parameters; requires commission member to complete educational course; prescribes requirements for course.

Black Business Loan Program; Deletes language that limits black business enterprises to which certain funds may be provided; requires that application process & annual certification process for Black Business Loan Program be separate & distinct processes; requires DEO to consider certain factors when assessing applications; requires that applications contain certain information; revises eligibility requirements for recipients under program.

Disposal of Food Waste Materials; Requires certain food outlets, food service establishments, schools, & educational facilities to recycle food waste materials at specified locations by specified dates; authorizes DACS to waive requirements for disposal of food waste materials under certain circumstances.
