Review of Juvenile Sentences; Revises eligibility requirements for review of sentences for offenses committed while juvenile; revises duties of DOC concerning reviews; revises procedures for initiating review; provides for appointment of counsel; provides requirements for hearings; requires court to render written ruling; requires court to consider specified additional factors; requires annual report; provides for retroactive application.

Criminal Rehabilitation; Specifies to rehabilitate offender to transition back to community successfully is one of primary purposes of sentencing; reduces minimum sentence that must be served by defendant from 85 percent of sentence to 65 percent; revises provisions concerning gain-time to provide for outstanding deed gain-time, good behavior time, & rehabilitation credits; revises limits on awards.

Coverage for Diagnostic and Supplemental Breast Examinations; Prohibits state group insurance program from imposing on enrollee any cost-sharing requirement with respect to coverage for diagnostic breast examinations & supplemental breast examinations.

Coverage for Mammograms and Supplemental Breast Cancer Screenings; Requires AHCA to provide coverage for yearly mammograms & yearly supplemental breast cancer screenings for certain women; revises coverages for mammograms under certain individual accident & health insurance policies, group, blanket, & franchise accident & health insurance policies, & HMOs; requires coverages for supplemental breast cancer screenings under such policies & contracts.

Child Safety in Motor Vehicles; Requires person who uses motor vehicle to transport children to equip such motor vehicle with alarm system that prompts driver to inspect motor vehicle for unattended occupants before exiting; requires DHSMV to initiate public awareness campaign regarding alarm systems; requires DHSMV to maintain list of approved alarm manufacturers & alarm systems; revises transportation safety minimum standards for licensure of child care facilities.

Individuals with Disabilities; Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category. APPROPRIATION: $38,852,223

Historically Black Colleges and Universities; Provides appropriation to DOE for increased security measures at public & private historically black colleges & universities; requires reversion of unexpended funds; & provides for future appropriation. APPROPRIATION: $30,000,000

Expunction of Criminal History Records; Revises eligibility criterion under which person is eligible to petition court to expunge criminal history record if charging document was dismissed by court; expands exception to eligibility requirement for expunction of criminal history record to allow prior expunction of criminal history record granted for an offense committed when person was minor.

Crime Victim Compensation Claims; Provides for waiver of deadlines for filing for victim compensation claims if delay occurred because of delay in testing of DNA or DNA profile matching from material collected as evidence related to sexual offense.

Medical Use of Marijuana ; Requiring qualified physicians to perform in-person physical patient examinations before issuing initial physician certifications for the medical use of marijuana; authorizing such qualified physicians to perform patient examinations and evaluations through telehealth for renewals of physician certifications for the medical use of marijuana under certain circumstances; authorizing the Department of Health to suspend the registration of a qualified physician in the medical marijuana use registry for a specified timeframe under certain circumstances, etc.
