State-Operated Institutions Inmate Welfare Trust Fund; Specifies which funds should receive revenue from specified sources; revises maximum annual amount that may be deposited into State-Operated Institutions Inmate Welfare Trust Fund; adds environmental health upgrades to DOC facilities & fixed capital outlay for educational facilities as permissible uses for funds; revises disposition of inmate copayments for health care.

Florida Retirement System; Revises provisions relating to Special Risk Class normal retirement date, DROP participation, interest accrual rates, COLA, employer retirement contribution rates, investment plan member accounts, member disability coverage, & line-of-duty death benefit coverage.

Lactation Space in Courthouses; Requires lactation space in each county courthouse; provides requirements for such spaces; authorizes use of funds to provide lactation spaces in appellate courthouses.

Insurance; Creates Property Insurance Commission; provides for election of Commissioner of Insurance Regulation; revises homeowners' eligibility criteria for mitigation grants; requires interests earned on insurance proceeds received by mortgagees & assignees to be paid to insureds; prohibits property insurers from claiming insolvency under certain circumstances; authorizes persons that engage in property insurance activities in other states to engage in insurance activities in this state only under certain circumstances; requires property insurers to cap premiums or to create sliding fee scales for premium rates; prohibits property insurers from using certain defenses as claims denials; revises requirements for risk assignment agreements; provides duties of OIR; requires DFS to adopt rules regarding allegations of insurance fraud; requires OPPAGA to conduct study of effectiveness of property insurance mediation program; increases appropriation to specified program. APPROPRIATION: $300,000,000

Transportation Facility Designations; Designates 98 Points of Light Way in Miami-Dade County; directs DOT to erect suitable markers.

Building Code Requirements for Roof Repair; Provides that Florida Building Code may not require entire roofing system or roof section of certain existing buildings or structures to be repaired, replaced, or recovered to meet Florida Building Code; provides requirements for Florida Building Commission.

Juvenile Diversion Program Expunction; Requires FDLE to expunge nonjudicial arrest record of minors who successfully complete diversion program for specified felony offenses, rather than only for misdemeanor offenses; authorizes minor who successfully completes diversion program & is granted expunction for any covered offense to lawfully deny or fail to acknowledge certain information.

Child Welfare; Requiring the Department of Children and Families and Department of Juvenile Justice to identify and meet the needs of dually-involved children within a specified timeframe; revising information that must be included in a transition plan; requiring prenatal and infant health care delivery programs to include certain father engagement activities; requiring the Department of Children and Families to contract for the development and implementation of the Responsible Fatherhood Initiative and to provide grants to community-based not-for-profit organizations to offer certain mentorship programs; designating the month of June as "Responsible Fatherhood Month", etc.

Uterine Fibroid Research and Education; Requires DOH to develop & maintain electronic database of information related to uterine fibroids; requires health care providers to submit information to DOH for inclusion in database; prohibits database from including personal identifying information; requires DOH to develop & include information related to fibroids in literature currently made available to public; provides appropriation & authorizes position. APPROPRIATION: $802,900

Homeless Youth; Revises & provides provisions relating to specified homeless youth, including ability to receive documents at no charge, aid in achieving postsecondary education success, assistance in acquiring motor vehicle insurance & driver licenses, certification as unaccompanied homeless youth, removal of disability of nonage, card issued by school board containing specified information, ability to consent to certain care, & fee exemption eligibility.
