Health Insurance Cost Sharing; Requires specified individual health insurers, group insurers, HMOs & their pharmacy benefit managers to apply payments of prescription drugs by or on behalf of insureds & subscribers toward total contributions of insureds' & subscribers’ cost-sharing requirements under certain circumstances; provides disclosure requirements; requires specified contracts to require PBMs to apply payments by or on behalf of insureds & subscribers toward insureds' & subscribers’ total contributions to cost-sharing requirements.

Insurance; Creates Property Insurance Commission; provides powers & duties of commission; provides for election of Commissioner of Insurance Regulation; prohibits commissioner from engaging in certain activities or employment for specified period after leaving office; requires interest earned on insurance proceeds received by mortgagees & assignees to be paid to insureds; prohibits property insurers from claiming insolvency; authorizes persons who engage in property insurance activities in other states to engage in insurance activities in this state; prohibits property insurers from using certain defenses as claims denials; requires insurance agents to advise insurance applicants of flood risk; requires OPPAGA to conduct study of effectiveness of property insurance mediation program; increases appropriation to My Safe Florida Home Program; provides effective date. APPROPRIATION: $300,000,000

Condominium Windstorm Pilot Program; Requires OIR to establish Condominium Windstorm Pilot Program for specified purpose; requires office to submit certain information to Legislature by specified date; provides for expiration of program; requires majority vote of total voting interests of condominium association in order to participate in program; provides requirements for associations to participate in program; requires insurance policies issued under program to align with estimated reserves of association; authorizes office, in collaboration with other stakeholders, to create certain educational materials.

Carbon Sequestration; Creates Carbon Sequestration Task Force adjunct to DEP; provides for task force membership & duties; requires task force to submit specified reports to Secretary of Environmental Protection & Governor & Legislature by specified dates; provides appropriation. APPROPRIATION: $350,000

Aviation; Requires owner or lessee of proposed vertiport to comply with specified requirements; requires DOT to conduct specified inspection of vertiport; provides duties of DOT with respect to vertiports, advanced air mobility, & other advances in aviation technology; requires report to Governor & Legislature; requires airports to competitively bid vertiport operator contracts; revises requirements for adoption of airport land use compatibility zoning regulations.

Windstorm Coverage by Citizens Property Insurance Corporation; Removes provisions relating to windstorm risk apportionment plan agreements among property insurers; requires Citizens Property Insurance Corporation to make windstorm coverage available to homeowners for any residential structures & commercial lines residential structures; provides underwriting & administering requirements for windstorm coverage portion of insurance.

My Safe Florida Home Program; Provides for home inspections for flood damage under My Safe Florida Home Program; requires DFS to contract with flood certification entities to provide mitigation inspections; provides requirements for flood certification entities to qualify for selection by department; provides requirements for flood mitigation grants; authorizes flood mitigation inspectors to participate as mitigation contractors under program; requires matching fund grants to be made available to certain entities for projects that reduce flood damage. APPROPRIATION: $205,000,000

Aftercare Services Under Road-To-Independence Program; Revises eligibility requirements for young adult to receive aftercare services; limits aftercare services available to certain young adults; authorizes DCF to distribute federal funds to young adults, regardless of their eligibility, under certain circumstances.

Individuals with Disabilities; Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category. APPROPRIATION: $38,852,223

Community-based Child Welfare Agencies; Authorizes DCF to extend contracts with community-based care lead agencies under certain circumstances; revises requirements for entity to serve as lead agency; requires lead agency's board of directors to disclose any known or potential conflicts of interest; requires department contracts with lead agencies to include certain contractual penalty provisions; requires department, in collaboration with lead agencies & providers of child welfare services, to develop specific funding methodology for allocation of core services which meets certain criteria; prohibits department from changing lead agency's allocation of funds provided in General Appropriations Act without legislative approval; requires contract between department & lead agency to specify rights & obligations to real property held by lead agency during term of contract.
