Condominium and Cooperative Associations; Revises & provides laws for condominium & cooperative associations relating to disciplinary action, official records, reserve accounts & studies, recertifications & phase 2 inspections, written recertification & phase 2 inspection reports, transfer of control of association, information that must be provided to potential buyers, & information included in prospectus or offering circular. APPROPRIATION: $500,944

Lactation Space in Courthouses; Requires at least one lactation space in each county courthouse; provides requirements for such spaces; authorizes use of funds to provide lactation spaces in appellate courthouses.

Governmental Accountability; Provides requirements for Auditor General, Chief Inspector General, agency inspectors general, Chief Financial Officer, & Office of Inspector General of DOE relating to certain investigations, determinations, reports, civil actions, & records; provides requirements for awards given to employees who report under Whistle-blower's Act; provides amounts of such awards; authorizes employee eligible for award to maintain his or her confidentiality; revises provisions relating to contractual services & commodities that are not subject to competitive-solicitation requirements; prohibits certain employees from participating in negotiation or award of certain state contracts; prohibits tax incentives from being awarded or paid to state contractor or subcontractor.

Consumer Data Privacy; Requires collectors to provide notice to consumers about data collection, sharing, & selling practices; provides consumers right to request data be disclosed, deleted, or corrected & to opt-in or opt-out of sale or sharing of data; provides nondiscrimination measures, methods for requesting data & opting-in or opting-out of sale or sharing of data, private cause of action, & enforcement; preempts regulation of consumer date collection, sharing, & selling to the state.

Land Acquisition Trust Fund; Provides annual appropriation to DEP to implement Heartland Headwaters Protection & Sustainability Act; requires funds to be used & distributed for specified purposes. APPROPRIATION: Indeterminate

Contacting Consumer Debtors; Prohibits contacting debtors in certain situations; provides requirements for each type of debtor; specifies length of each prohibition.

Insurance Coverage for Breast Cancer Tests and Procedures; Prohibits certain health insurance policies & health maintenance contracts from applying cost-sharing requirements to certain breast cancer tests & procedures; provides rulemaking authority.

Film, Television, and Digital Media Project Rebate Program; Creates Targeted High Wage Production Program within DEO; provides rebate eligibility requirements & application procedures; requires Commissioner of Film & Entertainment to review applications & take certain actions; requires annual report to Governor & Legislature; provides for expiration of program & reversion of appropriated funds.

Online Marketplace Transparency; Requires online marketplaces to require high-volume third-party sellers using their service to provide information to online marketplace within specified timeframe; requires online marketplace to suspend sellers who do not provide such certification or updated information; requires online marketplaces to disclose information in specified manner; preempts regulation of verification & disclosure of such information to Department of Legal Affairs.

Fees/Professional Structural Engineers; Authorizes Board of Professional Engineers to establish fees relating to professional structural engineer licensing; requires applicants to pay specified fee in order to be eligible to receive professional structural engineer license.
