Coverage for Cancer and Associated Conditions Drug Treatment; Prohibits insurers of certain individual & group health insurance policies from requiring, before drug is covered, that insured fail or have failed to successfully respond to different drug; prohibits such insurers from excluding coverage for certain drugs on specified ground; requires coverage for specified services.

Division of State Technology; Establishes Data Innovation Program through the division; requires DMS to administer program; specifies requirements for division regarding data governance across state agencies; requires division to develop & conduct data interoperability pilot programs with AHCA, DOH, & DCF; specifies requirements for pilot programs.

Prohibited Discrimination; Prohibits discrimination based on sexual orientation & gender identity in public lodging establishments & public food service establishments; revises provisions of Florida Civil Rights Act of 1992 & Fair Housing Act to include sexual orientation & gender identity; provides exception for constitutionally protected free exercise of religion.

Prescription Drug Benefits; Provides pharmacy benefit managers have fiduciary duty to specified individuals & entities; provides requirements for services performance, contracts, specified funds, & maximum allowable cost lists; requires pharmacy benefit managers to allow payors access to specified records; requires income & financial benefits to be passed through to payors; requires DFS to investigate violations; requires group health plans, health insurers, & pharmacy benefit managers to base plan beneficiaries' & insureds' coinsurance obligations for prescription drugs on specified drug prices.

Tobacco Products; Revises definition of term "tobacco products" to include nicotine dispensing devices & nicotine products.

Use of Regulated Substances; Prohibits physician from issuing certificate for marijuana in form for smoking to patient under 21 years of age; provides information for informed consent form; prohibits sale of flavored liquid nicotine products intended for certain uses; revises age for smoking near school property; revises prohibited age related to sale, delivery, gift, possession, & purchase of tobacco products; revises provisions relating to restrictions on sale & delivery of nicotine products or nicotine dispensing devices.

Electric Vehicles; Requires DOT to establish Electric Vehicle Infrastructure Grant Program; provides for distribution of grants to certain entities to install electric vehicle charging infrastructure; provides grant requirements; provides requirements for equipment installed; requires DOT to review emerging research, policies, & standards; authorizes DOT to develop model plan for local governments; requires DOT to develop master plan for charging stations; provides appropriation. APPROPRIATION: $5,000,000
