Safe Exchange of Minor Children; Provides requirements for parenting plan relating to exchange of child; requires court to order parties to parenting plan to exchange child at neutral safe exchange location or supervised visitation program; requires sheriffs to designate areas as neutral safe exchange locations; provides immunity from liability; revises forms for injunctions for protection against domestic violence; requires court-ordered injunctions for protection against domestic violence to designate locations for exchange of child of parties.

OGSR/Mental Health Treatment and Services; Removes scheduled repeal of exemption from public records requirements for petitions for voluntary & involuntary admission for mental health treatment, court orders, related records, & personal identifying information regarding persons seeking mental health treatment & services.

Consumer Protection; defining terms; revising requirements for payment settlement entities, or their electronic payment facilitators or contracted third parties, in submitting information returns to the Department of Revenue; authorizing a residential property owner to cancel contracts to replace or repair a roof without penalty or obligation within a specified timeframe under certain circumstances; providing requirements for certain notice of change in insurance renewal policy terms; providing that certain actions or certain failure of financial institutions to cooperate in specified investigations constitute violations of the Florida Deceptive and Unfair Trade Practices Act; etc.

Tuskegee Airmen Commemoration Day; Designates Tuskegee Airmen Commemoration Day, which occurs on fourth Thursday in March, as legal holiday.

OGSR/Campus Emergency Response; Removes provision allowing disclosure of certain information in certain campus emergency response to certain entities; & removes scheduled repeal of exemption from public records requirements for certain campus emergency response.

Bay County; Provides for creation of Gulf Coast Transit Authority; provides boundaries; provides for charter amendments; board of directors, membership, powers, functions, & duties of board; provides powers, functions, & duties of authority; authorizes authority to levy & enforce collection of non-ad valorem assessments; prohibits authority from having ad valorem taxing power; authorizes authority to borrow money; provides for bonds; provides for use of authority funds; provides exemptions from taxes & assessments upon certain properties & revenues; provides requirements for recordkeeping & public meetings & records; authorizes board to adopt policies & regulations.

Organ Donation; Provides administrative leave for certain employees; requires certain locations to display information about organ donation & registration; requires courses include information about organ donation; requires link to statewide organ donation registry be included on specified websites; prohibits insurance policies from limiting or excluding coverage for living organ donors.

Shore Protection; Urges Congress to direct U.S. Army Corps of Engineers to amend current easement policy for shore protection projects to allow such critical projects in Florida to proceed without delay.

Use of Private Providers for Plans Review and Inspection; Requires private provider firms to qualify as business organizations; authorizes owner or contractor to file complaint with Department of Commerce against local jurisdiction if certain fees are not reduced; requires local jurisdiction to immediately refund fees; authorizes DOC to assess certain fines; prohibits local persons & entities from conducting its own plans review or inspections if private provider is retained; requires local building official to issue permit or provide specified written notice within certain time period.

Thermal Efficiency Standards for Unvented Attic and Unvented Enclosed Rafter Assemblies; Provides that certain unvented attic & unvented enclosed rafter assemblies meet requirements of Florida Building Code, Energy Conservation.
