Revising Penalties for Criminal Offenses; Provides civil citations for possession of small amounts of cannabis & cannabis paraphernalia offenses; provides community service in lieu of fines; limits number of civil citations that person may receive; provides person who contests violation waives specified civil penalty & may receive larger penalty; revises Criminal Punishment Code relating to prisoner's required minimum term of imprisonment & incentive gain-time that DOC may grant.

Establishment of Recreational Customary Use; Removes provision regarding establishment of recreational customary usage.

Rent Control Measures; Deletes provisions that require certain local government measures to expire within specified time period unless extended or renewed.

Film, Television, and Digital Media Project Rebate Program; Creates Targeted High Wage Production Program within DEO; provides rebate eligibility requirements & application procedures; requires Commissioner of Film & Entertainment to review applications & take certain actions; requires annual report to Governor & Legislature; provides for expiration of program & reversion of appropriated funds.

Cost-share Program for Agriculture, Shellfish Aquaculture, and Timber Operations; Establishes cost-share program within DACS to provide specified reimbursements to agriculture, shellfish aquaculture, & timber operations; requires DACS to conduct specified study, promote cost-share program & prioritize distributions to certain communities, update certain materials, & adopt rules.

Home Kitchen Operations; Exempts home kitchen operations from food permitting requirements; provides requirements for sale of home kitchen food products; preempts regulation of home kitchen operations to state; authorizes DACS to investigate complaints, conduct inspections, & impose disciplinary actions; provides home kitchen operations are subject to specified administrative fines.

Assault Weapons and Large-capacity Magazines; Prohibits sale, transfer, or possession of assault weapon or large-capacity magazine; requires certificates of possession for assault weapons or large-capacity magazines lawfully possessed before specified date; limits sales or transfers of assault weapons or large-capacity magazines documented by such certificates; provides enhanced penalties for offenses committed with assault weapon or large-capacity magazine.

Repeal of Developer Incentive Requirements; Removes provisions requiring counties & municipalities to provide incentives to fully offset costs of certain affordable housing contributions or linkage fees.

In-person Visitation; Requires providers to establish visitation policies & procedures within specified timeframe; provides requirements for policies & procedures; authorizes resident, client, or patient to designate essential caregiver; authorizes providers to suspend in-person visits under certain circumstances; requires providers to provide policies & procedures to AHCA; requires providers to make policies & procedures accessible from homepage of their websites.

Children with Developmental Delays; Revises definition of term "exceptional student" to include additional students with developmental delays.
