Florida Young Farmer and Rancher Matching Grant Program; Creates Florida Young Farmers & Ranchers Matching Grant Program within DACS; provides requirements for recipient eligibility & grant awards; specifies that grant funding is contingent upon legislative appropriation; provides appropriation. Prescription Drug Price Transparency; Prohibits renewal of permits for prescription drug manufacturers & wholesale distributors unless specified requirements are met; provides reporting requirements for entities that engage in wholesale distributions of prescription drugs; provides requirements for notifications by manufacturers of prescription drug price increases; provides reporting requirements by manufacturers of drug prices; prohibits prescription drugs from being included in specified drug formularies; provides penalties & fines for violations; provides reporting requirements for registered pharmacy benefit managers; requires health insurers & HMOs to notify insureds & subscribers of drug formulary changes; requires pharmacy benefit managers to maintain a website for access to net prices of prescription drugs.
Florida Main Street Program and Historic Preservation Tax Credits; Specifies eligibility requirements for receiving specified tax credits for taxpayers that rehabilitate certified historic structures; specifies requirements for taxpayers claiming or transferring specified tax credits; specifies requirements for Division of Historical Resources of DOS for evaluating & certifying applications for specified tax credits; specifies amount of tax credits; authorizes carryforward, sale, & transfer of tax credits; requires DOR to provide annual reports to Legislature; provides duties of DOR; revises order in which tax credits against corporate income tax credit or franchise tax are applied; revises order in which credits & deductions against insurance premium tax are applied.
Mobilization of the Florida National Guard; Prohibits release of Florida National Guard or member thereof from this state into active duty combat without official declaration of war or other official action by United States Congress; requires Governor to take all necessary actions to comply with such prohibition.
Postsecondary Education; Revises provisions relating to FCS institution & state university requirements for information related to textbooks & instructional materials, registration process, & tuition & fee rates; revises provisions relating to certain postsecondary registration processes, acceptance & application of specified courses & credits, accrediting processes for certain postsecondary institutions; creates a specified cause of action; & provides requirements for FCS institution or state university, respectively, to raise, impose, or authorize certain fees.
Elections; Creates Office of Election Crimes & Security within DOS; revises & provides provisions relating to certain fines, registration list maintenance programs, voter registration, county commissioner elections, initiative petitions, ranked-choice voting, polls, vote-by-mail voter's certificates, vote-by-mail ballots, special officers, voter identifying numbers, & report to Legislature; increases criminal penalties.
Care for Retired Law Enforcement Dogs; Creates Care for Retired Law Enforcement Dogs Program within FDLE; requires FDLE to contract with nonprofit corporation to administer & manage program; specifies requirements for nonprofit corporation & disbursement of funds for veterinary care of eligible retired law enforcement dogs. APPROPRIATION: $300,000
Dentistry and Dental Hygiene Examinations; Requires use of a manikin rather than live patient during a licensure examination of dentist or dental hygienist in lieu of live patient; removes provision that required medical malpractice insurance for applicants for examination.
