K-12 Teachers; Authorizing the Office of Inspector General within the Department of Education to investigate allegations and reports of suspected violations of certain persons’ rights; establishing the Dual Enrollment Educator Scholarship Program; establishing the Teacher Apprenticeship Program; providing eligibility requirements for apprentice teachers; revising the validity period for certain temporary certificates, etc.
Technology in K-12 Public Schools; Prohibiting the use of certain platforms on district-owned devices and through Internet access provided by the school district; authorizing teachers and other instructional personnel to designate an area for wireless communications during instructional time; requiring public schools to provide instruction on the social, emotional, and physical effects of social media, etc.
Land and Water Management; Prohibits counties & municipalities from adopting laws, regulations, rules, or policies relating to water quality or quantity, pollution control, discharge prevention or removal, or wetlands & preempts such regulation to the state; requires DEP to notify CFO of certain violations; requires CFO to withhold certain funds; repeals provisions relating to land management review teams.
Claims Against Long-term Care Facilities; Provides requirements for admissible evidence for claim for residents' rights violation or alleged negligence & corroboration of such claim as to each prospective defendant; provides requirements for specified cause of action; provides immunity from liability for certain individuals; prohibits cause of action to be asserted against certain individuals or entities; provides requirements for residents' records; provides for indemnification of facility under certain circumstances.
Electric Vehicle Regulation; Requires PSC to adopt rules relating to electric vehicle charging; rules must be competitively neutral & apply to certain public utilities; requires PSC to adopt rules for orderly transition of existing investments in specified infrastructure used for such stations; prohibits public utility from certain actions relating to electric vehicle charging stations.
Federal Taxation; Authorizes CFO to reimburse owner of small business attorney fees & costs from IRS Civil Liability Trust Fund; provides for action in court for award of attorney fees & costs, actual damages, & punitive damages when IRS is found to have committed violations; provides third party settlement organizations are required to submit information to DOR only for participating payees in this state; requires OFR to submit annual report to FSC & Legislature.
Duty of Care Regarding Commercial Motor Vehicles; Provides there is no duty to retrofit commercial motor vehicle with component parts or equipment in certain circumstances; provides certain evidence is inadmissible in civil litigation.
