Health Insurance Cost Sharing; Requires specified individual health insurers, group insurers, HMOs, & their pharmacy benefit managers to apply payments for prescription drugs by or on behalf of insureds & subscribers toward total contributions of insureds' & subscribers' cost-sharing requirements; requires specified individual health insurers, group insurers, & HMOs to disclose on their websites & in their policies, certificates, & contracts their applications of payments by or on behalf of policyholders, insureds, & subscribers toward policyholders', insureds', & subscribers' total contributions to cost-sharing requirements.
Road Construction; Creates Rural Roads Initiative pilot program within DOT; provides purpose; provides application & funding requirements; specifies role of DOT in distributing funds; specifies project standards; requires annual report to Legislature; requires Legislature to designate pilot program review committee; provides appropriation; revises amount of construction contract for which contractor must first be certified by DOT in order to bid on such contract. Dementia-related Staff Training; Requires DOEA or its designee to provide education & training regarding Alzheimer's disease & related forms of dementia; provides requirements for education, training, & covered providers & their employees; revises & provides staff training requirements for nursing homes, home health agencies, facilities providing special care for certain persons, assisted living facilities, adult family-care homes, adult day care centers, specialized Alzheimer's services adult day care centers, nurse registries, & companion & homemaker service providers.
Building Permits; Prohibits certain persons or entities from making substantive changes to building plans after permit has been issued; provides exceptions; requires certain persons to provide certain information to certain persons or entities; provides that certain persons are subject to disciplinary action under certain circumstances; prohibits local government from prohibiting or restricting demolition permits for single-family residential structures located in certain areas; provides that local governments may only review demolition permits administratively for compliance with certain regulations; prohibits property owner from being penalized for demolition in compliance with demolition permit; prohibits local governments from imposing additional requirements on certain structures.
