Gender Clinical Interventions; Authorizes court of state to enter, modify, or stay child custody determination under specified circumstances; prohibits persons & entities from expending funds for reimbursement for specified clinical interventions; prohibits person's biological sex from being changed on birth certificate; prohibits gender clinical interventions for minors; authorizes certain persons to refuse to participate in gender clinical interventions; prohibits health insurance policy & health maintenance contract from providing coverage for gender clinical interventions; provides physician liability & authorizes award of specified damages, fees, & costs.

Protection of Children

Protection of Children; Prohibits governmental entity from issuing permit or otherwise authorizing person to conduct performance in violation of certain provisions; authorizes Division of Hotels & Restaurants of DBPR to fine, suspend, or revoke license of any public lodging establishment or public food service establishment if establishment admits child to adult live performance; provides violation constitutes immediate serious danger to public health, safety, or welfare; authorizes division to impose specified fines for violations; specifies division may revoke or suspend license of person found to be maintaining licensed premises that admits child to adult live performance; prohibits person from knowingly admitting child to adult live performance.

Pregnancy and Parenting Support; Prohibits use of state funds for person to travel to another state to receive services to support abortion; requires DOH to report to Governor & Legislature information relating to Florida Pregnancy Care Network, Inc.; prohibits physician from knowingly performing or inducing termination of pregnancy after specified period of time; provides exceptions; requires physician to perform or induce termination of pregnancy or to dispense abortion-inducing drugs in person; removes provisions relating to termination of pregnancies during viability; prohibits telehealth provider from using telehealth to provide abortion; provides appropriations. APPROPRIATION: $30,000,000

Sentencing Proceedings in Death Penalty Cases

Sentencing Proceedings in Death Penalty Cases; Requires determination of specified number of jurors, rather than unanimity, for sentencing recommendation of death; requires court to impose recommended sentence of life imprisonment without possibility of parole if fewer than 8 jurors recommend death; authorizes court to impose life imprisonment without possibility of parole or sentence of death if at least 8 jurors recommend sentence of death; requires court to include in its written order reasons for not accepting jury’s recommended sentence, if applicable.

Civil Remedies; Creates rebuttable presumption that lodestar fee is sufficient & reasonable attorney fee in most civil actions; reduces statute of limitations for negligence actions; provides standards for bad faith actions; provides for distribution of proceeds when two or more third-party claims arising out of single occurrence exceed policy limits; limits applicability of provisions relating to attorney fees in certain actions against insurers; provides standards for evidence to prove damages for medical expenses in certain civil actions; requires certain disclosures with respect to claims for medical expenses for treatment rendered under letters of protection; requires trier of fact to consider fault of certain persons who contribute to an injury; provides that owner or principal operator of multifamily residential property which substantially implements specified security measures on that property has presumption against liability in connection with certain criminal acts that occur on premises; revises provisions relating to immunity from liability for injury to trespassers on real property; specifies applicability of provisions relating to offer of judgment & demand for judgment.
