Health Insurance Identification Cards; Requires prescription drug benefits-ID cards from health insurers, health maintenance organizations, & government entities to contain & display information on types of plan; requires ID cards from individual health insurers, health insurers & HMOs to contain & display information on types of plan.
Surrendered Newborn Infants; Authorizes hospitals, emergency medical services stations, & fire stations to use newborn infant safety devices to accept surrendered newborn infants if device meets specified criteria; requires hospitals, emergency medical services stations, or fire stations to physically check & test devices at specified intervals; authorizes parent to leave newborn infant with medical staff or licensed healthcare professional at hospital after delivery of newborn infant; authorizes parent to surrender newborn infant by calling 911 & requesting EMS provider to meet at specified location to retrieve newborn infant.
State Acquisition of Lands; Requires DEP & DACS to disclose appraisal reports to private landowners or their representatives during acquisition negotiations; requires landowners & their representatives agree to maintain confidentiality of such reports; requires final purchase price in certain option contracts for state land acquisitions & less than fee simple conservation easement acquisitions to be fair market value as determined by highest appraisal; removes provisions subjecting final purchase price in certain option contracts to approval by Board of Trustees or DEP.
Municipal Annexation and Contraction; Revises annexation & contraction procedures.
State Land Acquisition; Revises, creates, & repeals various provisions relating to the procedures & requirements for acquisition, retention, & disposal of state lands & prioritization of projects relating to such lands.
Designated Safe Exchange Locations; Requires court to consider use of safe exchange location when approving, granting, or modifying parenting plan; requires boards of county commissioners to designate certain areas as safe exchange locations; provides requirements for such areas; provides for immunity from liability.
Disclosure of Grand Jury Testimony; Revises list of persons prohibited from disclosing testimony of witness examined before grand jury or evidence it receives; creates exception for request by media or interested person.

Florida Bright Futures Scholarship Program; Requires DOE to assign additional weights to grades earned in pre-Advanced Placement courses for specified purposes; revises student eligibility requirements for Florida Academic Scholars award to include earning Advanced Placement Capstone designation from College Board; provides requirements for designation.
Enforcement of School Bus Passing Infractions; Authorizes school districts to install & operate school bus infraction detection systems & to contract with private vendor or manufacturer; requires school districts to enter into interlocal agreements with law enforcement agencies to enforce violations; requires school district to provide certain public notice; provides notification requirements & procedures for vendors, manufacturers, & law enforcement agencies; requires person who receives notification of violation to pay civil penalty or request hearing within specified timeframe; provides for distribution & use of funds; specifies requirements of & prohibitions on use of video & images recorded by system; requires reports to DHSMV, Governor, & Legislature; requires SBE to establish system specifications; provides civil penalties for violations enforced by system.
