Washington County Broadband Project; Provides an appropriation for the Washington County Broadband Project. APPROPRIATION: $3,000,000
State-operated Institutions Inmate Welfare Trust Fund; Increases maximum annual amount that may be deposited into fund; authorizes use of fund for environmental wellness upgrades to correctional facilities.
Energy; Revises selection criteria for purchasing or leasing vehicles for state agency, college, or university or certain local government fleets; requires DMS to annually rank vehicles based on lowest lifetime ownership costs over specified number of years & to publish rankings on department's website; provides certain vehicles must be ranked at specified level unless exception is approved by DMS secretary; removes provision requiring use & procurement of ethanol & biodiesel fuels; requires department, before specified date, to make recommendations to state agencies & local governments relating to procurement & integration of electric & natural gas fuel vehicles.
Rural Development; Reduces required grant match percentage rate & authorizes in-kind contributions under Regional Rural Development Grants Program; removes match requirement under specified conditions; increases percentage of grants that DEO may award; revises criteria for awarding grants; removes local match requirement.
Telephone Solicitation; Authorizes use of automated systems with live messages or text messages in response to certain requests & consent; provides limitation & exception; prohibits certain telephonic sales calls.
Bingo; Defines "bingo card minder"; renames "instant bingo" as "pull tab game"; requires bingo card minder software be certified; requires such certification be available upon request.
Free Speech of Health Care Practitioners; Prohibits certain entities from reprimanding, sanctioning, or revoking or threatening to revoke license, certificate, or registration of health care practitioner for specified use of his or her right of free speech without specified proof; requires certain entities to provide to health care practitioner any complaints within specified timeframe.
Background Screenings; Revising provisions related to background screenings for certain persons who have access to children; the use of the Care Provider Screening Clearing House; sharing of information; development of identification methods; & expunged & sealed criminal history records; provides appropriations & authorizes positions. APPROPRIATION: $866,431
Elections; Creates Office of Election Crimes & Security within DOS; revises & provides provisions relating to certain fines, registration list maintenance programs, voter registration, county commissioner elections, initiative petitions, ranked-choice voting, polls, vote-by-mail voter's certificates, vote-by-mail ballots, special officers, voter identifying numbers, & report to Legislature; increases criminal penalties.
Department of Health; Revises purpose of DOH's targeted outreach program for pregnant women; requires DOH to educate pregnant women who have HIV on certain information; authorizes DOH to select samples of marijuana from medical marijuana treatment center facilities for testing; provides reporting requirements for persons who ship compounded human drug products interstate; revises provisions relating to licensure of midwives, orthotist & prosthetist registration, examination, & licensing, clinical laboratory directors, psychologist licensing, clinical social workers, marriage & family therapists, & mental health counselors.
