Corporal Punishment; Requires charter schools to comply with corporal punishment laws; removes provisions authorizing teachers to administer corporal punishment; provides duties & responsibilities for principals relating to corporal punishment; requires specified notification be provided to parents; provides requirements for student to be disciplined using corporal punishment; prohibits use of corporal punishment on specified students; provides reporting requirements.

Restorative Justice; Revises intent of specified provisions; requires DOC to develop & implement training programs for eligible inmates which include training about restorative justice; revises guideline for providing information concerning services available to victims of crime to include restorative justice; defines "restorative justice.”

Florida Women's Historical Marker Initiative; Establishes Florida Women's Historical Marker Initiative within Division of Historical Resources of DOS; provides purpose of initiative; establishes Women's Historical Marker Selection Committee; provides for membership & duties; provides criteria for recognition by initiative; requires Florida Historical Marker Program to place certain number of historical markers over certain time period.

Pub. Rec. and Meetings/Mental Health and Substance Abuse; Specifies all hearings relating to mental health & substance abuse, respectively, are confidential & closed to public; provides exceptions; expands public records exemption to include certain petitions & applications; revises date for future legislative review & repeal; provides public necessity statements.

Florida Main Street Program and Historic Preservation Tax Credits; Specifies eligibility requirements for receiving specified tax credits for taxpayers that rehabilitate certified historic structures; specifies requirements for DOR relating to applications & credits; specifies requirements for such tax credits; authorizes carryforward, sale, & transfer of tax credits; provides limitation; revises order in which tax credits against corporate income tax credit or franchise tax are applied; revises order in which tax credits & deductions against insurance premium tax are applied.

Funding Court Technology; Authorizes clerks of court to fund improvements to court technology from filing fees, service charges, court costs, & fines; revises distribution of civil penalty.

Estoppel Certificates; Requires community association to annually establish authority to charge fee for preparation & delivery of estoppel certificate; prohibits association from directly or indirectly charging fees that are not authorized by law for estoppel certificate; specifies methods for paying fee for preparation & delivery of estoppel certificate.

Aftercare Services Under Road-To-Independence Program; Revises eligibility requirements for young adult to receive aftercare services; limits aftercare services available to certain young adults; authorizes DCF to distribute federal funds to young adults, regardless of their eligibility, under certain circumstances.

Progressive Supranuclear Palsy and Other Neurodegenerative Diseases Policy Workgroup; Requires State Surgeon General to establish progressive supranuclear palsy & other neurodegenerative diseases policy workgroup; provides for duties, membership, & meetings of workgroup; requiring State Surgeon General to submit annual reports & final report by specified date to Governor & Legislature.

Services Provided by the Department of Highway Safety and Motor Vehicles or Its Agents; Establishes presumption of ownership & right of possession to certain motor vehicle or mobile home; prohibits DHSMV or tax collector from charging fee for reissuance of certificates of title; authorizes permanent registration of rental trucks; authorizes DHSMV to deem reduced-dimension license plate to be necessary to accommodate trailers; authorizes disabled veterans to be issued military license plate or specialty license plate in lieu of "DV" license plate; authorizes DHSMV to design, issue, & regulate use of temporary tags; provides period of validity of temporary tags; removes provisions requiring written, notarized request for purchase of temporary tag.
