Dependent Children; Requires DCF & each community-based care lead agency to coordinate with certain organizations & meet quarterly for specified purpose; authorizes such meeting to be in person or via teleconference or other electronic means; requires such meetings to have formal agenda; requires department & each community-based care lead agency to make certain information available on their respective websites; requires, beginning in specified year, department & each community-based care lead agency to publish on their respective websites biannual report containing specified information.

Recruitment and Retention of Speech-language Pathologists; Requires DOE to develop & maintain statewide strategic plan for recruitment & retention of speech-language pathologists & provision of quality services; provides requirements for such plan, DOE, school districts, & charter schools.

Dependent Children; Provides additional situations in which rebuttable presumption of detriment is created; requires certain guardians ad litem & attorneys ad litem to have special training in parricide; requires certain persons to provide to court & certain agencies & persons access to certain records of child; requires visitation or other contact to be supervised by person who has special training in parricide; requires court to refer certain children to specified trauma-informed therapeutic services; provides additional reasons law enforcement officer or authorized agent of DCF can take child into custody; requires hearing before placing certain children in shelter.

Pub. Rec./Municipal Clerks; Provides exemption from public records requirements for personal identifying & location information of current & former municipal clerks & their staff, spouses, & children; provides for future legislative review & repeal; provides for retroactive application; provides statement of public necessity.

School Zone and Pedestrian Safety; Requires that design & construction plans for installation of crosswalks in school zones or on certain streets, roads, or highways include certain traffic control devices.

Criminal Offenses Against Law Enforcement Officers and Other Personnel; Revises prohibition on use or threatened use of force to resist arrest or detention; provides for enhanced punishment for manslaughter when committed against specified officers; revises provisions concerning assault or battery upon specified officers & other personnel; revises provision concerning resisting, obstructing, or opposing specified officers or legally authorized persons; increases level on offense severity ranking chart for committing battery on law enforcement officers & other specified personnel.

Community Development Districts; Provides that certain provisions regarding synthetic turf do not apply to certain community development districts; authorizes removal of certain members of boards of directors by recall elections; provides procedures and requirements for such recall elections including petitions to recall, recall committees, termination of recall proceedings, vacancies, date of recall elections, and post-recall eligibility for appointment.

Housing for Veterans; Establishes Homes for Veterans Property Management Incentive Pilot Program in certain counties, subject to legislative appropriation; requires Florida Housing Finance Corporation, in consultation with other entities & persons, to oversee specified aspects of pilot program; provides responsibilities of corporation for pilot program; requires contracted program administrators to maintain certain functions of pilot program; authorizes certain landlords to apply to contracted program administrator to request funding from Vacancy Relief & Risk Mitigation Trust Fund; provides purpose of such trust fund; provides requirements to request funding from trust fund; requires certain case managers to assist contracted program administrator; requires contracted program administrator to maintain & provide certain documentation to corporation; requires entity responsible for certain functions to maintain any supporting documentation; authorizes corporation to rely on certifications, determinations, & documentation provided by specified entities; provides that funding for pilot program is awarded on first-come, first-served basis; authorizes corporation to suspend acceptance of applications; requires specified notice.

Firefighter Cancer Benefits; Requires former employer to provide death benefits to certain beneficiaries for specified time period; provides finding & declaration of important state interest.

Department of Agriculture and Consumer Services; Prohibits counties & municipalities from enacting or enforcing any law that restricts or prohibits use of gasoline-powered farm equipment or gasoline-powered landscape equipment or that distinguishes such equipment from any other equipment; requires Acquisition & Restoration Council to determine whether certain surplused lands are suitable for bona fide agricultural purposes; prohibits local governmental entity from transferring future development rights for surplused lands determined to be suitable for bona fide agricultural purposes; requires DEP, in coordination with DACS, to determine whether state-owned conservation lands are suitable for bona fide agricultural purposes; authorizes DEP to surplus specified state-owned lands determined to be suitable for bona fide agricultural purposes; establishes Citrus Research and Field Trial Foundation, Inc., as a DSO of DACS; prohibits person from wearing or displaying item that displays words "concealed weapon permit" or "concealed weapon permit holder" with intent to mislead another to believe that person is authorized to wear or display such item; prohibits possession, manufacture, sale, importation, distribution, or use of signal jamming device.
