Housing; Creates Department of Housing & Tenant Rights; provides requirements for rental agreements; prohibits landlords from requiring prospective tenants to pay certain fees; revises & specifies grounds for termination of rental agreement; authorizes tenants, mobile home owners, mobile home tenants, & mobile home occupants who are defendants in eviction proceedings to file motion with court to have records of such proceedings sealed & to have their names substituted on progress docket; requires landlord to give tenants opportunity to purchase dwelling unit or premises; prohibits landlord from evicting tenant or terminating rental agreement because tenant or tenant's minor child is victim of actual or threatened domestic violence, dating violence, sexual violence, or stalking; prohibits purchase of single-family homes for specified purpose; authorizes civil investigations & actions; authorizes award of certain relief; authorizes local governments & special districts to adopt specified impact fee; authorizes municipalities to create community land bank programs; requires certain municipalities to develop & annually adopt community land bank plan; authorizes land banks to buy certain property for less than market value; requires land banks to offer qualified organizations right of first refusal to purchase certain property; provides that rental of certain homestead property does not constitute abandonment; creates Retail-to-residence Tax Credit Program & Affordable Housing Construction Loan Program.

Cybersecurity Risks from Unmanned Aircraft Systems; Requires Florida Cybersecurity Advisory Council to specified risks & develop certain recommendations.

Construction Disruption Assistance; Establishes Construction Impact Relief Program within Department of Commerce pursuant to Florida Job Growth Grant Fund; requires department to provide specified financial assistance to eligible small businesses within construction zones; requires department to develop public awareness & marketing campaign to promote program; requires applicants to submit specified information with their applications; directs department to establish hotline to provide information about program; establishes annual reporting requirement.

Toll Discounts for Veteran-owned Businesses; Provides discount for certain veteran-owned businesses on required payment of tolls for use of toll facilities; provides requirements for veteran-owned business to qualify for exemption; provides requirements for discount; requires Florida Turnpike Enterprise in coordination with Florida Department of Veterans' Affairs & Department of Management Services to administer discount program; establishes two-year pilot program & reporting requirements.

Manufacturing ; Revises duties of Department of Commerce; establishes Chief Manufacturing Officer for certain purpose; provides organizational structure & responsibilities for Chief Manufacturing Officer; directs all state & local governmental entities to assist Chief Manufacturing Officer; requires department to prepare & submit to Governor & Legislature specified report regarding manufacturing efforts in this state by specified date; creates Florida Manufacturing Promotional Campaign for specified purpose; requires department to take certain actions in promoting campaign; requires persons that participate in campaign to register annually with department.

Florida Museum of History at the Town of Eatonville; Authorizes specified entities to enter into partnership to design, construct, & operate & manage Florida Museum of History at Town of Eatonville; specifies museum requirements; specifies duties of advisory board; specifies membership of advisory board; specifies duties of partnership & governing board of Florida Museum of History at Town of Eatonville related to museum; requires governing board to make certain recommendations regarding educational materials for museum; specifies duties of operating board of directors; requires governing board, in conjunction with Florida Tourism Marketing Corporation & others, to develop & execute marketing plan to promote museum; specifies funding for construction operations of museum; requires creation of endowment; requires museum to receive program support from operating board of directors, appointed by governing board.

Insurance Solutions Advisory Council; Creates advisory council within OIR for specified purposes; provides for membership & meetings of advisory council; requires office to provide advisory council with staffing & administrative assistance; requires advisory council to submit specified report annually; provides for expiration of advisory council.

Mental Health; Expands programs & diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators & emergency medical technicians for certain purposes & to include veterans treatment court programs; exempts certain fiscally constrained counties from local match requirements for specified grants; encourages communities to apply for specified grants to establish pretrial felony mental health diversion programs; provides model process for such mental health diversion programs; authorizes specified entities to collaborate to establish certain policies & procedures & to develop certain consent form; requires mental health evaluations & following of all recommendations as conditions of probation for specified defendants; creates Florida Behavioral Health Care Data Repository within Northwest Regional Data Center; requires data center to develop specified plan & submit annual report.

Veterans; Revises maximum number of nominees for Florida Veterans' Hall of Fame; requires DVA to conduct study that evaluates extent to which specified persons are aware of certain existing programs or services; revises requirements of specified report; requires that specified report include evaluation of health literacy of veterans & recommendations on how to increase knowledge of programs & services; requires DVA to ensure coordination with United States Department of Defense for specified purpose; authorizes DVA to engage county & city veteran service officers for assistance; revises purpose of Veteran Suicide Prevention Training Pilot Program; requires pilot program participants to be trained to identify indicators of elevated mental health risk; requires DVA to contract with organization developing & implementing certain mental health training; requires Florida Is For Veterans, Inc., to advise DVA on needs of certain military personnel & their spouses; revises collaborators of Veterans Employment & Training Services Program; requires DVA to develop plan to establish adult day health care facilities; requires that such plans include specified information; requires report to Legislature; revises authorized use of specified percentage of proceeds from sale of specified specialty license plate.

Aerospace Innovation Funding; Establishes International Aerospace Innovation Fund; requires Space Florida to administer fund; provides requirements for Space Florida & fund.
